The vendor required to provide onsite security services through trained and licensed security personnel.
- Security services include patrolling, monitoring, communication, and reporting.
- Security personnel requirements:
• Valid state security guard license issued under the security services and investigators act.
• Current first aid and CPR and AED certification.
• Training in workplace violence awareness, conflict resolution, and emergency response procedures.
- General patrol duties
• Provide professional security patrol services throughout the facilities or service location to ensure the safety and security of patrons, staff, and property.
• Patrols shall be performed in a proactive and visible manner, focusing on prevention, observation, and timely response to incidents.
- City supplied equipment
• The city will supply the security personnel with a portable radio and a key fob and access card for entry into designated rooms and facilities at the start of their shift.
• Security personnel are responsible for:
o Returning or exchanging malfunctioning equipment with guest services to ensure continuous operability;
o Returning of the equipment at the end of the shift.

- Communication and check-ins
• Start of shift: security personnel shall check in with guest services at the start of each shift to receive briefings, a radio, and any site-specific updates.
• Hourly check-ins: security shall check in with guest services at least once every hour during the shift, either in person or via radio, to report status and receive instructions.
• End of shift: security shall provide a verbal summary and written shift report to guest services, noting any incidents, observations, or issues.
- Response and incident management
• Response time: security personnel should respond to any reported incident or call for assistance within 3 minutes of notification when on-site.
• Coordination with facility staff: security personnel shall follow all established facility procedures and directions provided by facility supervisor or designate during routine operations, incidents and emergencies.
• Incident reporting: all incidents involving safety, security, or property damage shall be documented in an incident report and submitted to the facility supervisor or designate within 24 hours of occurrence.
• Radio communication: radios must be tested and operational at all times during the shift; loss of communication shall be reported immediately.
- Professional conduct and facility access
• Uniform and identification: security personnel shall wear a professional uniform with identification visible at all times.
• Professional conduct: security personnel shall maintain professional conduct at all times, including proactive engagement with patrons and staff.
• Breaks: scheduled breaks shall be taken only in the designated staff area (upper-level staff room) to ensure continuous patrol coverage.
• Access management: security personnel shall manage facility access only in accordance with city instructions and shall not grant entry to unauthorized individuals.
