Vital Records Security Paper Storage and Printing Services

The vendor required to provide security paper, secure storage services and printing services of office birth and death certificate templates.
- Paper specifications
•    Vendor shall provide bond 28 lb. 
•    Paper that must be of a quality and composition to yield a high-quality result from either impact printing or laser jet and with controlled access watermark, imbedded security thread with micro-text, visible fibers as well as invisible fluorescent fibers, UV dead, all chemical sensitivities (5 chemical families) with a toner anchor that impedes the lifting, removal or alteration of toner printed text. 
•    Sample of proposed paper must accompany bid.
- Printing specifications
1. High resolution lithographed security printing
•    The bottom right corner above the lower border on the face of the certificate 1-1/4” in diameter. 
•    The size of the state seal shall be 1-1/16” in diameter.
•    Face only: 1/c fine Litho work border (match PMS color to be provided at the time of award). latent images shall be in both upper left and right corners. 
•    Micro line at bottom of form (to be provided at time of award). 
•    Micro line will be unreadable to the naked eye but readable under magnification.
2. Numbering: (height: 3/16”) (7 to 9 numeric digits):
•    Numbering shall be in one location on face, penetrating number ink, in black migrating red ink. 
•    No omits or duplicate numbers. 
•    Numbering sequence will be provided at the time of award for each form. 
•    By signature on and submission vendor guarantees no missing or duplicate numbers.
3. Additional high resolution Litho security printing:
•    The bottom right corner above the lower border. 
•    The state seal area shall be 1-1/4” in diameter.
•    The size of the state seal shall be 1- 1/16” in diameter.
