Aircraft Camera Mounting System

The vendor required to provide aircraft camera mounting system services to design, engineer, fabricate, test, deliver, and support a fully operational portable system for aerial analysis, surveillance, and reconnaissance (ASR) missions.
- Key features and requirements
1. Power supply and charging solutions:
•    Independent administration compliant batteries: the system shall include two sets of administration -compliant batteries to ensure reliable power and continuous operation; one set can be used while the other charges.
•    Charging stations: the system will provide both a stationary charging station and a mobile charging station for flexible field deployment. 
•    Compliance and testing: all charging systems must fully recharge batteries within five (5) hours, comply with army aviation and administration standards, and undergo rigorous testing to validate performance and reliability under mission conditions.
2. Transport and mobility
•    Protective transport cases: durable cases will ensure safe storage and transport of all system components.
•    Hydraulic wheeled cart: designed for efficient movement on the flight line, the cart features a hydraulic lift for safe and precise positioning, supports a minimum load capacity of three hundred (300) lbs., and operates smoothly to prevent equipment damage or personnel injury.
3. Stabilization and mounting
•    Advanced stabilization mechanisms: the system will feature advanced stabilization mechanisms to ensure optimal operational performance. 
•    Modular mounting adapters: modular mounting adapters will provide compatibility with multiple platforms, including uh-60 and luh-72 helicopters.
4. Environmental protection
•    Weatherproof enclosures: the system will be safeguarded against environmental factors such as dust, moisture, and temperature extremes.
5. Connectivity and cable management
•    Integrated cable management solutions: the system will include cable management tools to ensure seamless operation and prevent electromagnetic and physical interference by organizing cables, maintaining signal integrity, and supporting reliable, easy-to-maintain operation. 
•    Connectivity tools: these tools will ensure compatibility with communication systems and other onboard equipment.
6. Rapid deployment features
•    Quick-release mechanisms: the system will include quick release mechanisms to enable rapid installation, removal, and reconfiguration during mission-critical scenarios.
- System design
•    Console design: specify the operator console’s layout, controls, displays, and ergonomics, with emphasis on mobility, durability, and usability in airborne environments.
•    Camera integration: integrate the government-furnished shot over m2 camera with mounting that meets manufacturer torque and alignment specifications, verified by inspection and test to ensure secure attachment and correct orientation; include stabilization and connectivity that meet manufacturer specifications, ensuring the camera achieves continuous target tracking accuracy within +/- one (1) degree and reliable ASR data collection at a minimum 95% data capture rate.
•    Component placement: define optimal placement of all components within the helicopter to maximize space, weight balance, operator access, visibility, and safety during flight. 
•    Connectivity and interfaces: specify all data, power, and video interfaces between the console, camera, and other components. 
•    Ensure compliance with administration and army aviation standards, supporting real-time data transmission, recording, and metadata capture. 
- Procurement
1. Portable system hardware: 
•    Includes operator console components (displays, controls, processors, mounting hardware), power distribution modules, interface units, and mission electronics for real-time video, data capture, and system control.
2. Sensor and camera-related equipment: 
•    Covers all equipment required for integration and operation of the government-furnished shot over m2 camera, such as video interface modules, sensor control interfaces, stabilization or adaptation hardware as required by design, and any additional supporting components for full camera functionality.
3. Wiring, cabling, and electrical components: 
•    Encompasses wiring, cabling, connectors, harnesses, and electrical accessories for complete system integration. Specifications address power supply and distribution, data and video transmission, electromagnetic interference (EMI) and electromagnetic compliance (EMC), and proper length not exceeding 10% beyond routing requirements, with routing, and labeling for aircraft installation.
4. Data storage and recording units: 
•    Aviation-ready data storage and recording units supporting high-quality video and still imagery recording, secure analysis, surveillance, and reconnaissance (ASR) mission data storage, reliable metadata capture and transfer, and sufficient capacity for extended mission durations. 
•    Comes with camera. 
•    Ensure easy access for lea to recorded data removal.
- Software integration
1. Software setup and configuration:
•    Video management software (VMS)
•    Recording and storage management tools
•    Metadata tagging, timestamping, and geolocation software
•    Records completed manufacturer installation checklist, photographic evidence of mounting and connections, and documented operational test results confirming shot over m2 camera functionality
•    User interface and mission display applications
2. Video management software integration: 
•    Integrate the VMS with the shot over m2 camera and system hardware, ensuring stable video streams, high-resolution capture, and full metadata support.
3. Integration with ground communication systems: 
•    If required, connect to approved ground communication networks for real-time video transmission, data export, and secure ASR data transfer.
4. Software testing and validation: 
•    Conduct comprehensive testing to verify all software features, camera-to-console communication, metadata accuracy, file integrity, and integration with avionics and ground systems.
