The Vendor is required to provide security guard with their firm as well as the type, level, and duration of training that is provided to these employees upon hire and throughout employment.
- 24-hour communications capability:
• Contractor shall maintain a 24 hour communications center.
• Responsible for the proper operation and security of its pagers, radios, land line and cellular phones, and chargers.
- Uniforms and equipment:
• Uniforms to employees who are assigned to work on the contract at no additional expense to those employees or the library.
• Communication equipment (i.e. Pagers, 2-way radios and cellular phones to those employees who are assigned to work on the contract at no additional expense to those employees or to the library.
• Security guards must wear nametags or identification cards with a picture.
- Post duties and operating procedures:
• Meet with the facility site supervisor and review current security guard post duties and operating procedures.
• Amend current post duties and operating procedures in writing, as necessary, to the mutual agreement of both parties.
• Hold an orientation and training meeting with assigned personnel, at which time they shall be given a written copy of the post duties and operating procedures.
• Provide a written copy to the facility site supervisor and purchasing agent.
- Guard duties:
• Interact professionally with the public and library personnel to help ensure a safe environment
• Enforce the “smoke free campus” policy
• Contact the department for emergency situations
• Walk and check all library departments library stack and staircases ever hour (the time it takes to do this will vary according to the location)
• Make sure no unauthorized persons are in “library staff only areas” of the library
• Make rounds to check interior doors, offices, and exterior doors, windows, and gates and fences are properly closed or locked or otherwise properly secured
• Guard must document every check in a report to be submitted at the end of each shift and include any discrepancies found during the checks
- Double shifts:
• Security guards shall not work more than (12) twelve hours in any twenty-four (24) hour period.
• Security guards with more than one job shall not accumulate more than twelve (12) working hours in any twenty-four (24) hour period.
- Overtime:
• The library will pay for only that overtime it authorizes in advance.
• The library will pay the contractor a rate of one and one-half times the normal billing rate for each person assigned to work overtime.
• Events or times of the year that require additional service in excess of the regularly scheduled shift hours per week shall be billed at the normal rate base provided the library gives five (5) days advance notice.
- Short-fills:
• Short-fills occur when the contractor supplies unqualified personnel for the site assigned.
• The library reserves the right to refuse the contractor’s personnel not in compliance with the contract.
• Overtime will not be paid to the contractor to compensate for shortage of personnel.
• The library will not pay a higher rate if a supervisor has to fill in to compensate for the shortage of personnel.
