The vendor is required to provide operates news conferences but uses a third party service to provide teleconferencing support.
- This support includes the ability to brief the teleconference operator on the structure of the news conference, determine how the questions will be taken, allow the news conference moderator to open the floor to questions from callers, allow journalists to dial in with the ability to listen as well as to enter a question into the queue to ask questions of the speaker(s), and provide an online platform for the province to monitor the call and/or callers.
- Teleconferences with media typically involve 10-30 callers and last about one hour.
- In terms of frequency, the province can hold multiple news conferences per day (several per week).
- Services relating to teleconferenced news conferences allowing two-way communication between the province and news media and/or stakeholders.
- Teleconference services as follows:
• Provide scalable teleconferencing Services and support for media and interested stakeholders of the Province for news conferences/announcements of the Province.
• Provide functionality for presenters and participants to dial-in locally and internationally.
• Provide capacity for more than 100 callers, when required (average teleconference attendance with news media is in the 10-30 caller range) and teleconferences with the media typically last about one hour.
• Provide a conference bridge per call booked.
• The conference bridge would be staffed by a conference operator to manage the conference as well as a communications operator for nonconference communications.
• Provide question and answer functionality for media participants and safety mute functionality for stakeholder participants by default.
• Provide an online application to view callers in real time and to facilitate questions and answers.
• Provide quality assurance resources to ensure call quality requirements are met on a consistent basis.
• Provide, if requested, an audio recording of the teleconference to the Province following the conclusion of the teleconference.
• Maintain a master account with the province and sub-accounts for department communications branches to facilitate direct invoicing for calls booked under the appropriate department.
• Directly invoice participant departments for each teleconference booked.
• Individual call invoicing is preferred, however, the province will consider weekly invoicing.
