The vendor required to provide collection of out-of-hospital emergency medical services (EMS) bad debt.
- Requirement:
• Contractor must maximize revenues for bad debt collections while ensuring compliance with all applicable city, state, and federal, including all subdivisions thereof, laws, rules and regulations are fully observed.
• Contractor must sign and comply with an act business associate agreement and provide proof of ongoing act training for its employees.
• Contractor should have a minimum of four (4) years of experience with collecting EMS bad debt.
• Must hold a collection agency license in the state.
• Compliance officer must be employed by contractor
• Functions shall not be subcontracted to corporations, entities, or individuals located outside the boundaries of the country.
• Provide periodic training to the owner’s staff on provider portal software and updates to collection procedures and processes.
• Credit and debit card process must be compliant with the payment card industry data security standard (PCI DSS) requirements.

1. Bad debt collection
• Provide a list of EMS agencies that the contractor has provided a minimum of four (4) years of collecting bad debt from.
• Must be experienced in developing effective methods for skip tracing, letters, and phone calls.
• Include a copy of your dispute resolution procedures.
2. Patient contact
• If a patient portal is available, please provide information on what patients can do on that portal.
3. Payments
• Record all payments and adjustments to accounts within one (1) business day from receipt of payment information.
• Accept credit card, debit card, or check payments made by patients over the phone or by mail.
• Visa and Mastercard must be accepted for credit and debit card payments.
• Identify who is responsible for credit card fees.
• Provide documentation of being PCI DSS compliant.
• Demonstrate experience in establishing payment arrangements with patients who are unable to pay the entire amount.
