The Vendor is required to provide comprehensive environmental planning, analysis, and document preparation services to support new construction, renovation, and infrastructure projects.
- Environmental Planning and Regulatory Compliance
• Prepare and process environmental documents in compliance with act.
• Conduct environmental impact assessments and prepare required reports, including Environmental Impact Reports (EIRs), Environmental Impact Statements (EISs), Initial Studies (ISs), Mitigated Negative Declarations (MNDs), and Categorical Exclusions (CEs).
• Assist with agency coordination, public outreach, and stakeholder engagement to support environmental approvals and permitting.
- Specialized Environmental Studies and Technical Analyses
• Conduct specialized studies, including but not limited to:
• Noise Studies - Assess noise impacts and recommend mitigation measures.
• Biological Resource Assessments - Evaluate potential impacts on wildlife, vegetation, and habitat conservation.
• Cultural & Archaeological Studies - Conduct cultural resource assessments, including historical and tribal consultation (AB52) in compliance with Section 106 of the National Historic Preservation Act (NHPA).
• Air Quality & Greenhouse Gas (GHG) Studies - Analyze emissions, air quality impacts, and compliance with regulatory thresholds.
• Site Assessments & Hazardous Materials Investigations - Conduct Phase I and Phase II Environmental Site Assessments (ESAs) to evaluate contamination risks.
• Historical Resource Evaluations - Assess and document potential historical resources and compliance with local, state, and federal preservation laws.
- Mitigation Monitoring and Compliance
• Develop and implement Mitigation Monitoring and Reporting Programs (MMRPs) to ensure compliance with act mitigation measures.
• Provide on-site monitoring and reporting during project implementation to confirm adherence to environmental commitments and regulatory requirements.
• Conduct post-construction evaluations to verify the effectiveness of mitigation measures.
