The vendor is required to provide that public outreach, community and graphic design services on an as-needed basis.
- Capital projects include improvements to roads, bridges, sewer systems, stormwater and flood control systems, airports, and other infrastructure that serve the public good and help ensure safe, thriving, and sustainable communities.
- The contactor shall achieve the following objectives:
• Plan and organize all CIP stakeholder and community meetings.
• Facilitate discussion and activities at all stakeholder and community meetings.
• Record all input and outcomes.
• A written summary after each stakeholder and community meeting and debrief with the assigned project manager
- Public communication plans:
• Tasks may entail preparing project-specific communication or outreach plans and general public outreach guidance documents that include.
• Examples of desired tasks include, but are not limited to, developing an inventory of stakeholders, producing a list of public outreach activities and associated timeframes, recommending content, and recommending appropriate means and methods of communication.
- Research and analysis:
• May be tasked with research and analysis of existing community input and responses to proposed projects also include demographic research, stakeholder analyses, and risk analyses.
- public communication materials:
• These may include: project fact sheets that address project scope, schedule, cost, and project contact information; exhibits such as visual simulation renderings, both photorealistic and sketched, that model future improvements, that show potential environmental and right-of-way impact areas, exhibits illustrating traffic staging, and project impacts during construction; web page and project hotline content for the county website that conforms to county communication protocol standards; developing social media blasts that notify the public of project information, upcoming meeting information, and online surveys; content for letters and/or postcards to alert constituents about future construction conditions that may impact them and mail or hand deliver the notices in advance of the impacts occurring; short project videos in english and Spanish; and providing a/b testing commonly used in marketing and outreach.
- Public communication events:
• Tasks may also include planning, preparing, and managing community events (events).
• May include in-person as well as virtual events.
• The contractor may be asked to secure physical locations and provide virtual options for events.
• Additionally, tasks during events may include virtual presentations, populating attendance logs, event facilitation, taking notes, including questions and answers, hosting online or hard copy in-person surveys, and collecting data analytics previously agreed to.
• Post-event tasks may include providing attendance logs, notes, raw data analytics, including determinations and outcomes derived from the data analytics, and survey responses.
- Quality assurance and quality control (QA/QC):
• The develop and enforce quality control measures designed to proactively identify potential complications, ensure timely resolution of issues as they occur and communicate them to the project manager.
• Project deliverables shall be of a quality acceptable to the county, considering the following: professional appearance, well-organized, clear illustrations/renderings, and technically and grammatically correct for the intended audience.
- Junior public outreach specialist:
• The junior public outreach specialist performs a wide range of outreach functions under the direction of the lead public outreach specialist, including preparing public outreach materials and assisting with the planning and distribution of outreach materials.
• Position requires one year of experience in planning and preparing public outreach materials.
- Senior graphic artist:
• The senior graphic artist prepares artwork to specification using a wide variety of techniques, media and methods.
• Specialized experience in creation of technical illustrations, information graphics, presentation graphics, marketing materials, and web design/maintenance.
• At least five years of experience as a graphic artist working with land development and infrastructure projects.
• The skill set should include a technical understanding of Autodesk programs and rendering creation.
- Graphic artist:
• The graphic artist prepares artwork to specification using a wide variety of techniques, media and methods.
• Specialized experience in the creation of technical illustrations, information graphics, presentation graphics, marketing materials, and web design.
• The graphic artist must have one year of experience working on land development and infrastructure projects.
• The skill set should include a technical understanding of Autodesk programs and rendering creation.
