The Vendor is required to provide recruiter consultant services to improve its hiring and onboarding processes to better attract, retain, and engage qualified staff, ensuring a streamlined experience that aligns with agency goals of efficiency, inclusivity, and excellence.
- Agency is seeking a respondent to provide actionable recommendations for the recruitment and retention practices at agency.
- Respondent requirements:
1. Respondent must have a proven track record of success conducting similar assessments for large organizations, demonstrating expertise in evaluating and improving complex processes.
2. Respondent must demonstrate a strong history of collaboration with both executive leadership and frontline staff, ensuring a comprehensive and inclusive approach to the assessment and implementation of improvements.
3. The services shall be provided either virtually and/or in-person, depending on the needs of the assessment.
4. Respondent to conduct a thorough assessment/evaluation of the current hiring and onboarding processes, including interviews with agency staff, review of current documentation, and analysis of data trends.
5. Respondent to provide a detailed report on the strengths and weaknesses of the current agency practices.
6. Respondent to develop actionable recommendations for improving the processes, addressing any gaps or inefficiencies.
7. Respondent to offer a clear implementation strategy for recommended changes, including timelines and resource requirements.
8. Respondent to ensure that all recommendations align with the agency goals and comply with relevant state and federal regulations.
9. Respondent to provide an overall project schedule that includes anticipated project start date, site visits, and deliverables with dates, resources, and milestones for the project.
10. Respondent to provide a summary of deliverables required in this solicitation and any additional deliverable the Respondent plans. The summary should include a description of key deliverable/milestone and estimated dates to be completed.
11. Methodology- Respondent to provide the methodology for:
•Interactive sessions, discussions, interviews with key stakeholders;
•Examination of all process related to both recruitment and retention;
•Review all relevant sources of data, including applicant tracking, retention metrics; and state economic-labor market statistics.
•Site visits at one or more of agency secure facilities.
12. Respondent must adhere to agency policies, including background checks for all personnel involved in the evaluation.
13. Respondent must work closely with the designated agency contract manager to ensure that project milestones and deliverables are met.
