The vendor is required to provide that statewide recipient success manager and project representative services.
- Recipient monitoring, validation and reporting:
• The input of department leadership, the offerors will perform the following duties:
Develop, plan, and implement a comprehensive monitoring schedule for each relevant task associated with an off-supported projects.
- Review contracts, contract status, submittal logs, billings, quality control measures, change orders, and confirm that effective document control and management systems are in place.
- Analyze contractor and vendor schedules to confirm validity of: submittal status for project materials, verify that completion shown in a project schedule aligns with actual completion on project, appropriate resource allocation, material lead times, activity durations, and project commissioning.
- Engage in thorough fact-finding discussions with stakeholders, including community representatives, developers, sponsors, contractors, vendors, project managers (pm), and design engineers, to gather diverse perspectives on project progress, communication protocols, and opportunities for enhancement.
- Deliver executive oversight of the onsite owner's representative, meticulously documenting and assessing project progress in relation to the established construction schedule, providing recommendations for improvement where appropriate, and assessment of project personnel competency and communication.
- Assist with resolution of document and/or scope discrepancies and change order review efforts; provide recommendations for resolution.
- Review contractor and vendor punch list and closeout efforts.
- Track and report total project budget, including potential changes. review contractor and vendor monthly invoices and review and provide feedback on contractors monthly reports. provide review and reconciliation of fund recipient disbursement requests against project planned uses and validate against invoices no less than quarterly.
- Review and provide feedback on construction activities.
- Attend and represent ODOD at project meetings as needed.
- Convene with relevant project managers and administrators (both public and private) to report on the status of project tasks and overall project completion at regular intervals, ensuring updates are provided no less than once a month.
- Produce reports that are continuously updated and readily accessible to department and development, ensuring transparency and timely information dissemination.
- Applicant analysis and risk assessment
• At the direction of department leadership, the offerors will perform the following duties:
Evaluate proposed cost and timeline projections from department applicants, including relevant scenario analyses for various end-user types and usage intensities.
The offerors will implement a framework to examine and identify specific project risks.
