The vendor is required to provide an executive search firm with the expertise to secure qualified candidates for the position of executive director of the city memorial library system
- The consultant selected will provide professional services including, but not limited to those outlined below:
• Developing a comprehensive plan outlining all steps necessary to complete the search with an associated timeline for success.
• Utilizing materials that have already been created by the board and leadership team that outlines their ideal profile of the selected candidate for the director position.
• Reviewing the current job description and providing recommendations for changes where appropriate.
• Developing a candidate profile. currently, the search committee envisions focusing on candidates who have director or deputy director experience with organizations of similar size and complexity to the city memorial library
• While this experience could come from other libraries, government organizations or non-profits, preference will be given to candidates who can articulate challenges faced by public libraries and strategies to address them.
• Developing a recruitment strategy, including approving an appropriate advertisement.
• Designing and finalizing the interview process, preparing interview questions, determining panel make-up, etc.
- The search firm will then be responsible for:
• Conducting a comprehensive national search to identify highly qualified and willing candidates meeting the agreed upon qualifications.
• Posting the position through local, regional and national channels, journals and publications.
• Receiving and reviewing resumes of applicants, determining those meeting minimum qualifications and following up with telephone interviews to clarify each applicant’s qualifications and experience.
• Preparing and presenting to the search committee a written summary of at least 6-8 candidates with the most promising qualifications and experience,
• Assisting the search committee in evaluating these candidates and then identifying the top 3-4 candidates for serious consideration and interviews,
• Conducting in depth reference checks with individuals in a position to evaluate this smaller pool of candidates’ performance on the job
• Ascertaining the strengths and personal dimensions of each candidate and reporting to the search committee.
• Advising the search committee of areas to delve into during the interview process.
- The search firm will:
• Design and finalize the interview process, prepare interview questions, determine panel make-up, etc.
• This should include advising on methodology for staff and community involvement/input. it is expected that all staff and the community will have the opportunity to meet with all finalists, and provide input to the search committee.
• Organize interviews with the selected candidates.
• Debrief with the panel following the interviews and identify additional candidates, if necessary.
• Extensively check references of the candidates including, but not limited to professional, financial, background and criminal.
• The library intends to do reference checking of the final candidates, as well.
• Provide clerical, technical and professional support necessary to complete the project
• Assisting the search committee with compensation, negotiations, and executive director’s contract terms.
• Provide other services required by the search committee
- The tasks outlined above are provided as guidelines and are not intended to be restrictive nor all-inclusive.
- It is expected that the successful proposer will advise the library search committee as to a specific plan of action necessary to successfully complete this project.
