The vendor is required to provide the procurement of the operation and management services for the city of employee health clinic.
- Internet connections:
• The city provides dedicated, unrestricted business class DSL or business class cable services.
• There is an ethernet handoff that is implemented into the current operator's owned and operated firewall and router.
• The city is responsible for premise wiring to facilitate connectivity from the operator's firewall to the desktops.
• Two jacks are required for each employee station.
• Minimum requirements include bandwidth requirements of 10 MBPS connection (up/down), and five (5) status publicly addressable IP addresses.
- Electronic medical records:
• The offeror is responsible for supplying electronic medical records (EMR).
• Athena health is used by the current provider as its patient portal software.
• If a transfer of medical records is required, the selected offeror shall coordinate any data transmittal activities required to transfer the operation of the city's employee health clinic to another offeror.
- Medical claims data:
• To assist in the identification and treatment of participants with chronic conditions, the city agrees to provide the offeror, through its medical carrier and third-party administrator for claims data mining, with access to medical claims data for the participants enrolled in the city's health plan for the twelve (12) months prior to the initiation of the contract and twelve (12) months thereafter through the term of the contract.
- Occupational health
• New hire health screenings, to include on-site drug testing;
• New hire health screenings for public safety employees;
• Triennial physicals for public safety employees;
• Monitoring compliance of special conditions employment contracts with public safety employees, to include tobacco usage;
• Management of occupational exposures to communicable disease (s) and completion of post exposure evaluations in accordance with department
• Random drug testing and screening for safety sensitive employees and those with CDLs;
• Drug and alcohol screens for employees based on reasonable suspicion following accidents and as part of or as a follow-up to counseling or rehabilitation and as required by the department of human resources;
• Assessment and administration of required job-related immunizations;
• Advice and counseling for work-related health concerns;
• Fitness for duty examinations, to include requesting and reviewing medical records from other treating physicians;
• Audiometric testing;
• Respiratory fit testing;
• Administration required pre-employment and annual medical testing for hearing and respiratory pulmonary fit test. - Acute and episodic care
• Acute care refers to medical treatment focused on addressing a sudden, short-term health issues, often involving a single visit to a healthcare provider to diagnose and manage the problem, with no expectation of an ongoing care relationship; examples include treating a sudden headache, upper respiratory infection, earache, or the first treatment of minor onsite injuries.
- Management of chronic conditions
• Chronic disease management (i.e., diabetes, hypertension) and ongoing care for and management of chronic conditions;
• Health coaching, lifestyle management and education;
• Health related information *(i.e. – brochures, newsletters, online educational videos, nurse hotlines, etc.);
• Custom individualized treatment plans for common chronic conditions;
• Educational opportunities that promote employee health, safety and well-being to all city employees through health fairs and other related programs; - Preventive health and wellness programs
• Coordination of preventive health and wellness programs, to include provisions for an employee wellness incentives portal to review completion of wellness incentive requirements;
• Organizational wide wellness events, challenges, and efforts coordinated with local resources;
• Ability to track wellness participation and reporting;
• Employee health risk assessments;
• Tobacco cessation;
• Biometric screenings or in-body assessments;
• Educational and promotional campaigns that focus on lifestyle changes to prevent and/or delay complications of chronic diseases; and
• On-site presentations with individual departments and other employee wellness outreach efforts. - Clinic management
• Clinical notes review;
• Random chart audits;
• On-site compliance audits;
• Patient privacy and act compliance audits;
• daily, weekly and monthly activity and workflow reviews;
• Remote monitoring of clinic's common areas;
• Individual performance reviews;
• Data collection and electronic integration activities including, but not be limited to,
- Account management and advisory services
• Monthly and annual employee health clinic utilization reports;
• Cost and savings reports and projections;
• Patient feedback and satisfaction surveys;
• Health risk analytics reports;
• Integration of data with the city's medical insurance carrier;
• Biometric and wellness statistics;
• Gaps in care report;
• Medication compliance reports, when necessary; and
• Comprehensive quarterly and annual reports.
- Marketing outreach and communication services
• A pre-launch multimedia communication campaign strategy;
• A digital and home mailing communication strategy;
• Customizable marketing materials to promote clinical services;
• Promotional health materials, flyers, print productions, et al. - Supplemental care services
• Routine lab tests;
• Influenza vaccines;
• Integration of onsite services into the local medical community, such as primary care physicians, in-network referrals for specialty and off-site medical needs;
• Coordination and scheduling of appointments with the employee assistance program (EAP); and
• Development of appropriate strategies for initial and continuous employee outreach including onsite meetings at various city owned facilities. - Contract Period/Term: 1 year
