The vendor is required to provide executive recruitment services for each position, developing a customized recruitment strategy for each executive search.
- The comprehensive recruitment process shall include but is not limited to:
• Initial consultation and needs assessment with city stakeholders to establish a timeline, define position requirements, organizational goals, and ideal candidate profiles
o Develop a methodology for objectively assessing the qualifications and screening of candidates
o Establish an efficient, fair, equitable, and professional recruitment process
o Include advertising and outreach to encourage applicants from diverse backgrounds to apply
o Advertisement of the position should follow best practices for ensuring inclusive language and images are used to attract diverse candidates
• Development of detailed position descriptions and recruitment materials that accurately reflect the city’s needs and culture
• Implementation of targeted recruitment strategies to identify qualified candidates through multiple channels including professional networks, internet and social media, industry publications, and direct outreach of passive high-quality candidates who might not be seeking other employment opportunities
• Comprehensive screening of applicants including resume review, preliminary interviews, and thorough reference checks
o Background investigations including verification of education, employment history, professional credentials
o Credit checks for relevant positions (e.g., finance director)
o Social media reviews
o No criminal background checks will be required of the consultant; the city will initiate checks through its own vendor
• Presentation of a diverse pool of qualified candidates with detailed candidate profiles and assessment summaries
• Coordination and facilitation of interview processes, including development of interview questions and assessment tools
o Assist the city in scheduling and conducting interviews
o Video interviews of candidates
o Arrange for all necessary travel for candidates
o Respond to city questions
o Interviews must be conducted in compliance with the open meetings act.
