The Vendor is required to provide for university employees working outside state and internationally, we propose partnering with a professional employer organization (PEO).
- This solution will enable the university to expand its talent pool, support remote work, and maintain legal compliance across jurisdictions.
- International researchers, adjuncts, and administrative personnel
- Grant-funded roles requiring rapid deployment abroad
- Complex state-by-state registration and tax compliance
- Legal exposure from misclassification or improper payroll handling
- Multitude of state specific employment laws and related compliance concerns
- State requirements related to workers compensation insurance coverage
- Delays in onboarding due to administrative bottlenecks
- Inability to directly employ individuals in foreign countries - The provider must support shadow payroll arrangements for globally mobile employees, ensuring accurate tax reporting and withholding in both home and host countries, and reconciling shadow payroll with actual compensation.
- Financial responsibility and claim handling for any employee injury or liability claim associated with the employee via the applicable workers compensation insurance program.
- Employee screening and contracts for international employees
- Support for employee off boarding and compliance with local requirements as it relates to employee relations and other employment actions including discipline, performance management, etc.
- Must have the ability to support an integration with agency ERP system (currently SAP) for the appropriate exchange of data and to facilitate necessary reporting.
- Proactively monitor changes in tax regulations across jurisdictions and implement necessary updates to maintain full compliance with timely communication to the client.
- Provide full support during audits, including documentation and representation, and implement controls to reduce risks of penalties due to late filings, misclassifications, or noncompliance.
- Provide management and implementation of voluntary and jurisdictionally required benefits.
- Payroll administration; and reporting as requested and per state residency and taxation requirements (timekeeping, reporting hours, job costing, or other reporting of payroll costs).
