The Vendor is required to provide executive search and recruitment services to support the identification and placement of executive and senior-level leadership positions.
- Services will be utilized on an as-needed basis and may include candidate sourcing, evaluation, and placement for chief- and director-level roles.
- Project management
• Acknowledge and respond to authority requests for personnel and search support within one (1) business day of receipt.
• Assign a dedicated project manager to serve as the primary point of contact for authority.
• Develop and maintain a recruitment project schedule for each assignment.
• Coordinate meetings, candidate reviews, and status updates with authority staff and stakeholders.
• Provide regular progress reports outlining search activities, candidate pipelines, and next steps.
- Executive search and recruitment
• Conduct intake meetings with authority leadership and authority project manager to define position requirements, competencies, and success profiles, including (as applicable) typical job duties, reporting relationship, salary range and budget, anticipated start date and time, work location, and the nature of the request (temporary, temporary-to-permanent, or permanent).
• Develop recruitment strategies tailored to each role, including sourcing plans and outreach methods.
• Identify, screen, and evaluate qualified candidates using industry-standard assessment tools and best practices.
• Present candidate shortlists with detailed profiles, resumes, and evaluation summaries.
• Coordinate interviews, assessments, and reference checks as requested by authority.
• Coordinate and arrange candidate travel and lodging for interviews, site visits, or tours when required, including airfare, ground transportation, and lodging.
• All such arrangements must receive prior written approval from authority.
• The contractor shall be responsible for paying approved expenses upfront and shall seek reimbursement from authority in accordance with the payment structure and invoicing requirements outlined in this RFP and authority travel and reimbursement policies and procedures.
• Assist with the coordination or administration of pre-employment screenings and testing, which may include background checks, drug screens, education and employment verifications, credit checks, and any other screenings required by authority or applicable law.
• Verify that proposed candidates possess current authorization to work in the country and, when applicable, support authority documentation needs to confirm such authorization prior to start.
• Support negotiations and offer processes for selected candidates when applicable.
- Talent sourcing and market research
• Conduct targeted outreach to passive and active candidates within relevant industries and leadership networks.
• Provide market insights related to compensation, talent availability, and competitive positioning.
• Maintain a candidate pipeline that aligns with authority organizational values and workforce goals.
- Staffing flexibility
• Support authority needs for temporary, temporary-to-permanent, and permanent placements.
• Identify candidates suited for interim leadership roles when immediate coverage is required.
• Ensure all placements meet authority standards for qualifications, experience, and cultural alignment.
• For temporary or interim placements, coordinate start logistics to help ensure the individual reports to the designated authority location at the scheduled time and complies with any communicated workplace expectations (e.g., dress, badging, and site access requirements).
