The vendor is required to provide comprehensive IT advisory services to support its strategic objectives and ongoing modernization efforts.  
- Required is broad, encompassing strategic planning, technology assessment, cybersecurity, operational efficiency, data management, and project management.
- Strategic IT advisory
• Access to technology research databases and resources
• Strategic guidance on emerging technologies and trends
• IT governance and policy development support
• Assist with developing requirements, proposal and evaluation criteria
• Support broad in evaluating and selecting technology vendors
• Assist in contract negotiations and vendor management
• Provide recommendations for technology implementation and integration
- Benchmarking and assessment
• IT maturity assessments
• Benchmarking of budgets, staffing, and infrastructure
• Best practices for cybersecurity, compliance, and risk management
- Technology implementation and vendor evaluation support
• Assistance with developing requirements, proposal, and vendor selection
• Peer-reviewed toolkits and implementation roadmaps
- Advisory and expert access
• Regular consultations with senior analysts
• Access to subject matter experts for specific technology domains
- Knowledge transfer and succession planning
• Educational resources and executive briefings
• Workshops and training for broad staff
• Develop knowledge transfer plans to ensure broad IT staff has the necessary skills and knowledge
• Provide workshops, training and mentoring to broad IT staff
• Develop succession plans to ensure continuity of it operations
- Change management
• Develop change management plans to ensure successful adoption of new technologies and processes.
• Provide guidance on change management best practices and methodologies.
• Develop training programs and communication plans to support change management initiatives.
- Change advisory board (CAB)
• Provide support and guidance to the CAB to ensure effective change management and minimal disruption to IT services.
• Develop CAB processes and procedures aligned with industry best practices.
• Support the CAB in reviewing and approving changes to IT systems and services.
- This includes defining clear objectives and measurable goals for digital transformation initiatives, ensuring they are Specific, Measurable, Achievable, Relevant, and Time-bound (SMART).
- A core component will be the development of a comprehensive digital roadmap that outlines key success metrics, realistic timelines with defined milestones, potential risks, and clear ownership and accountability for each phase.
- The advisor will help optimize resource allocation within the IT department, ensuring that technology investments translate into tangible improvements in service delivery and responsiveness.
- This involves identifying inefficiencies and recommending solutions to improve IT operations through automation, thereby increasing overall productivity and efficiency.
- The advisory services will specifically address regulatory compliance, such as CMMC (Cybersecurity Maturity Model Certification) requirements, and broader supply chain risk management, recognizing that compromised components or services can undermine system integrity.
