IT Consulting Services

The vendor is required to provide IT consulting firms to support the development of a comprehensive strategic plan focused on the modernization and automation of municipal applications to modernize operations.
•    Develop a multi‑year IT strategic plan for application and systems modernization.
•    Assess current technology software, applications, and processes.
•    Identify opportunities to better leverage existing systems through integrations, reducing duplication and streamlining workflows.
•    Assess existing application tools to identify duplication of software, processes, or efforts as part of streamlining.
•    Recommend new platforms, tools, and services aligned with modernization goals.
•    Review the IT organizational structure and recommend roles needed to support future and current systems.
•    Assist in identifying and supporting implementation of high‑impact projects.
•    Deliver training and change‑management strategies to ensure staff readiness and adoption.
1. IT assessment and analysis
•    Conduct a full review of current IT systems, software, workflows, and policies.
•    Evaluate supporting systems for effectiveness with the modernization efforts such as cybersecurity practices and IT governance
•    Identify gaps, risks, and inefficiencies and benchmark against municipal best practices.
2. Strategic plan development
•    Develop a multi‑year IT strategic plan and modernization roadmap with prioritized actions.
•    Include a clear strategy for integration between existing systems and any new platforms to maximize interoperability.
3. Organizational review
•    Analyze current IT staffing and recommend new roles and job descriptions and training programs.
4. Implementation support
•    Provide guidance on vendor selection, project planning, and change management for high‑priority initiatives.
5. Training and knowledge transfer
•    Develop and deliver tiered training and provide frameworks for ongoing staff development.
