The Vendor is required to provide leadership and oversight as we aim to transform our Information Technology operations.
- The identified awardee would be providing technology, cybersecurity and governance, risk, and compliance oversight with a strong focus on technology disciplines, data and analytics, data centers, hosting/storage, system integration, cloud services, strategic planning and business strategy.
- Technology Leadership – refers to the strategic and operational guidance provided by IT leaders to ensure technology is aligned with business goals. It involves decision-making, innovation, and governance to drive digital transformation, optimize IT investments, and deliver value to the organization.
- Cybersecurity Leadership – Involves establishing, guiding, and overseeing strategies, policies, and practices to protect an organization’s IT services, data, and infrastructure from security threats. It ensures alignment of cybersecurity measures with business objectives and fosters a culture of security awareness and compliance.
- Governance, Risk, and Management – The processes and practices designed to ensure that cybersecurity policies, controls, and procedures align with organizational objectives, regulatory requirements, and risk management strategies. It focuses on establishing a governance framework, identifying and mitigating cybersecurity risks, and maintaining compliance with applicable standards and regulations to protect information and IT systems.
- Technology Disciplines – The structured management and governance of various IT technologies and platforms to support service delivery and achieve business objectives. This includes managing infrastructure, applications, networks, databases, and other technical components to ensure performance, reliability, scalability, and alignment with organizational goals.
- Data and Analytics – Focuses on the discipline of collecting, processing, analyzing, and managing data to extract actionable insights, support decision-making, and drive value for the organization. It focuses on leveraging data to optimize performance, and align with business objectives.
- Data Center – Focuses on the management, operation, and optimization of physical and virtual data center environments. It ensures the infrastructure is reliable, scalable, and aligned with business needs while supporting IT services efficiently and securely.
- Hosting/Storage – Focuses on the management and maintenance of IT infrastructure related to data housing and storage. This includes ensuring the availability, scalability, security, and efficient utilization of hosting environments (e.g., on premise servers, cloud platforms) and storage resources to support business operations and IT services.
- Data Warehouse- Focuses on the development of a centralized repository for a large amount of data from various internal and external sources. This warehouse should allow for easy data queries and visualization.
- Cloud Services – Focuses on the management and delivery of cloud-based IT resources and services, ensuring they are designed, deployed, operated, and governed effectively to meet business requirements. It encompasses areas like service provisioning, scalability, security, cost optimization, and integration with existing IT service management practices.
- This will involve evaluating and implementing solutions to address key areas within the current IT operations:
o Strategic IT Leadership and Engagement
o Establish leadership guidelines to ensure IT investments align with the department's mission with a key area being strategic planning to address future technology needs, improve efficiency, and enhance agency capacity to serve the community effectively.
o Governance and Demand Management
o Establish a framework that will prioritize strategic projects, and improve service accessibility. Demand management aims to ensure every initiative aligns with agency goals.
o IT architecture
o Establish a unified IT architecture that will streamline operations, reduce manual and duplicate data entry, and provide a holistic view of outcomes.
o Operational efficiency
o Automate routine processes and upgrade tools that would free resources for strategic priorities.
o Streamline operations should aim to enhance efficiency, reduce staff stress and build public trust by ensuring reliable, effective service.
o IT Resource
o Address resources to outline and implement a solution aimed at sustainability and enabling the department to achieve its strategic goals.

o Ensure system resilience through backup and disaster recovery plans, as well as an overall review of cybersecurity measures.
