The Vendor is required to provide intelligence analyst services for the department to advance its mission of enhancing public safety and maintaining situational awareness in an evolving threat environment.
- Analysts will be responsible for developing and delivering actionable criminal and counter-terrorism intelligence products, maintaining situational awareness, and facilitating inter-agency collaboration.
- Intelligence Analysts shall possess the following skills and perform the following tasks:
• Counter-terrorism, criminal, and/or cyber intelligence, including but not limited to international terrorism, domestic terrorism, transportation security, weapons of mass destruction, cyber-terrorism, agro-terrorism, public health, antiterrorism/force protection, critical infrastructure/key resources (CIKR) protection, policy development, and acting as public safety liaison.
• Experience working in state or local fusion centers or intelligence units that produce tactical and strategic intelligence products for public safety executives and agency personnel.
• Collection, assessment, and vetting of raw information from a variety of sources, transforming it into actionable intelligence to support operational and investigative decision-making.
• Maintenance of situational awareness and the ability to provide timely intelligence briefings to supervisors and leadership team.
• Development and delivery of briefing materials and comprehensive intelligence products, including support for command-level decision-making.
• Building and maintaining collaborative relationships with local, state, and federal partners, including law enforcement and homeland security entities.
• Conducting link analyses to identify associations between persons of interest, criminal organizations, or events.
• Monitoring and utilizing electronic surveillance systems, traditional law enforcement databases, and social media platforms to support investigations.
• Participation in real-time operations and active monitoring of events to deliver timely intelligence to field personnel.
• Professional experience and formal training in analytical methodologies and trade craft experience working in state and local fusion centers or intelligence units within federal, state, or local law enforcement agencies.
• Experience conducting all-source intelligence analysis, trend analysis, and providing formal briefings.
• Ability to monitor indications and warnings to maintain real-time situational awareness.
• Proficiency in producing strategic assessments, threat assessments, and responding to requests for information.
• Familiarity with the fusion center concept, including day-to-day operations, challenges, and inter-agency relationships.
• Initiating topic-specific working groups and providing local relevance to terrorist events occurring nationally or internationally.
• Comprehensive understanding of critical infrastructure sites, and their interactions.
• Establishing relationships with constituents throughout the city and greater city region to gain an understanding of area needs and concerns, facilitating information sharing, and developing cooperative working relationships.
• Experience synthesizing local, national, and international intelligence data into customized intelligence products for federal, state, and local partners.
• Competency in developing and implementing strategic, mission-support initiatives. These activities concentrate on improving core agency competencies to maintain and enhance strategic operations.
