The vendor required to provide information technology (IT) gap analysis to evaluate the current state of the department’s technology infrastructure, identify areas for improvement, and provide strategic recommendations for modernization and enhancement to support law enforcement operations.
1. Current state assessment
• Inventory of existing hardware, software, and network infrastructure
• Review of current computer-aided dispatch and records management system (CAD and RMS), digital evidence systems, automated license plate recognition (ALPR), body-worn cameras (BWC), radio and communications, mobile technologies, and cloud and on-premises systems
• Evaluation of data storage, backup, disaster recovery, network redundancy, and server environments
• Assessment of system interoperability and external interfaces (regional, county, state, federal)
2. Stakeholder engagement
• Interviews and focus groups with officers, detectives, dispatchers, IT staff, and command staff
• Identification of operational pain points, unmet needs, and workflow inefficiencies policy, procedure, and compliance review
• Review of IT policies, cybersecurity protocols, data retention and governance
• Analysis of compliance issues (e.g., CJIS, national incident-based reporting system (NIBRS), privacy laws)
3. Benchmarking
• Benchmarking against similar-sized police departments and public safety IT standards
• Identification of industry best practices, emerging technologies, and modernization opportunities
4. Gap analysis
• Identification of outdated, redundant, or unsupported systems
• Identification of vulnerabilities, security risks, or resiliency gaps
• Evaluation of staffing levels, training needs, and organizational alignment
• Assessment of future operational needs related to, AI tools, and fleet modernization
5. Recommendations and roadmap
• Recommendations for both short-term improvements and long-term strategic investments
• Prioritized implementation roadmap with timelines, budget estimates, and sequencing
• Identification of grant or partnership opportunities
• Presentation-ready executive summary for leadership
6. Final deliverables
• Comprehensive IT gap analysis report
• Prioritized technology roadmap
• System architecture diagrams (if applicable)
• Executive summary
• Presentation of findings to city staff.
