The vendor is required to provide a variety of legal and administrative investigation services for the city public safety department which include, but are not limited to the following:
• The regulations set forth in the public safety officers procedural bill of rights act while performing investigations for city and be familiar with the city’s mandates and business practices.
• Conduct or assist with reviewing human resources operations to ensure they are in accordance with applicable federal, state, and local laws along with city personnel rules and procedures and city police department (IPD) policy manual.
• Conduct or assist with investigations regarding alleged employee misconduct, discrimination, and retaliation.
• Conduct or assist with investigations regarding violations/noncompliance with the personnel rules and procedures, department policy manual and applicable federal, state, and local laws.
• Manage and respond to administrative investigation appeals.
• Conduct or assist in interviews with parties involved in grievances, arbitration or mediation and produce written, recorded, and/or paraphrased reports of the interviews depending upon the instructions given by the city.
• Review agency personnel policies and practices; provide recommendations for changes to policies and procedures based on best practices; document findings and assist in developing recommendations and proposed corrective action plans; and prepare reports.
• Collect pertinent documents, e.g., medical and employment records, copies of files from other sources of information, and assist as needed with fitness-for-duty determination.
• Organize and index documents in chronological order and complete chronology reports as needed.
• Maintain communication with city staff and attend meetings to provide timely updates on investigations, i.e., phone communication with the police chief and public safety command staff as needed.
• Serve as a witness in legal matters pertaining to investigations
• Represent the city in civil court proceedings, arbitrations or mediations as it relates to personnel investigations.
• Assist with response to public records act requests; redact information as needed, review documents and assist with production of documents for PRA response.
• Assist with responses to subpoenas; review documents and assist with production of documents.
• Review pitches motions, prepare responses, and appear in court for pitches motion hearings.
• Interpret new legislation and case law and provide guidance as requested.
• Provide assistance and guidance in matters related to labor relations.
• Comply with all city personnel policies and procedures, while providing services to the city.
• Provide external expert witnesses as necessary.
• Services may include any and all work efforts related to public safety investigations; therefore, consultant shall maintain adequate staffing to manage all investigations and related services.
