The Vendor is required to provide to carry out the purposes of the act as a state-based marketplace, while maintaining compliance with other state and federal laws, necessitates that the exchange have access to experienced and cost-effective outside counsel to support the internal legal and policy team that serves the day-to-day needs of the exchange.
- Access Health has developed an online shopping and enrollment experience for state residents and small businesses, as well as an extensive marketing and communication infrastructure, to raise awareness of health insurance options and facilitate consumer enrollment into healthcare coverage.
- Outside counsel may include:
• Providing legal advice, counsel and assistance to the exchange as requested, including in the areas of healthcare and health insurance law, labor and employment, intellectual property, advertising and marketing law, data privacy and security;
• Interpreting statutes and regulations;
• Developing policies and procedures;
• Negotiating and drafting contracts;
• Conducting general legal research; and
• Managing litigation and other adversarial matters.
