The vendor is required to provide from qualified firms and individuals for the provision of legal services for the city on an ongoing basis.

• Provides legal advice, counsel, training, consultation, and opinions to the city council, boards and commissions, and all levels of the city government, on a wide variety of civil assignments, including but not limited to prosecutions, ordinance drafting and revision, land use planning, laws against discrimination, construction of public works, condemnation, purchasing and procurement, leasing, purchase and sale of property, public disclosure issues (freedom of information act), open meetings act, tort law, and methods to avoid civil litigation.
• Provides legal representation at all meetings of the city council and other meetings as requested. regular city council meetings are scheduled on the first and third Monday of each month at 7 pm, with special work sessions scheduled, as needed.
• Appears before courts and administrative agencies to represent the city’s interests. serves as the prosecuting attorney for the city in conjunction with the district court.
• Prepares and reviews ordinances and resolutions, contracts and other documents for legal correctness and acceptability.
• Works cooperatively with special legal counsel retained by the city for special projects and coordinates as needed to assure proper management of legal issues, and proper coordination and transition of legal issues among special counsel.
• Assists city officials and employees in maintaining awareness of ethical standards and appearance of fairness standards, and to avoid potential conflicts of interest, prohibited transactions and the appearance of prohibited transactions.
• Assists officials and employees in understanding the legal roles and duties of their respective offices and interrelationships with others.
• Provides the council with guidance as to Robert’s rules of order and related procedural matters relating to council meetings, as requested.
• Prepares legal opinions at the request of the city council or the city manager.
• Performs other legal services and tasks as assigned by the city council.
• Provides the council and administration with a legal perspective and advice on various governmental issues.
• Casework management: the attorney is available by phone or email in a timely manner. timeliness of response and accessibility is an important aspect of the service and includes the ability to be reached promptly by telephone and/or email.
• The city does not offer space for permanent offices, but can provide space intermittently as needed.
• Provides quarterly written reports summarizing current legal matters involving the city, including updates on ongoing litigation, prosecutions, significant legal developments, and potential areas of legal risk.
