The Vendor is required to provide representing local governments, or redevelopment and economic development agencies, to submit written proposals to provide legal counseling services.
- Tax increment revenue bonds, general obligation bonds, developer notes, and general obligation taxable parking bonds are all types of bonds that have been issued in the past to fund extensive public improvements.
- Extensive use of Tax Increment Financing (TIF), loans, and other mechanisms to fund development projects.
- Services include:
• Development and real estate projects, including purchase and sale of properties
• TIF management
• High volume of innovative, strategic work to address community needs
• Receipt and disbursement of financial assistance from regional, state, and federal agencies
• Contractual agreements, particularly with complex financial arrangements
• Housing development project delivery and policy coordination
• Compliance with complex state and federal regulations
• Coordinate and leverage multiple resources and disciplines internally and externally
• Compliance with labor standards, such a prevailing wage and labor peace
• Small and large business growth and development
• Workforce growth development
• Commercial development
• Airport zoning and related travel and tourism expertise
• Federal, state, local, and philanthropic financial assistance for economic development, including but not limited to department grants
• Transit oriented development
• Housing choice voucher program administration, compliance, and operations
• Rental property maintenance and management (including scattered site)
• Federal, state, local, and philanthropic financial assistance for affordable housing
• Homeowner lending and foreclosure
• Housing improvement areas
• Local Affordable housing aid (LAHA)
• Housing trust fund
- Analytical and Risk Assessment Skills: Ability to conduct thorough analyses of real estate and legal matters, including risk assessment and mitigation strategies.
- Negotiation Expertise: Ability to assist staff in negotiating complex real estate and legal agreements, ensuring favorable terms and outcomes for all parties.
