The vendor is required provide to legal counsel to provide legal support to the city auditor and office on an ongoing, as-needed basis.
- Provide audits analyze and assess city operations to improve program performance, increase transparency, identify revenue opportunities, reduce costs, enhance equitable delivery of city services, and facilitate decision making for those charged with governance.
- The audit committee has broad oversight over the city’s auditing, internal controls, and other financial and business practices required of the audit committee by the charter and ordinances of the city council.
- Managed by the city auditor, and the city must also approve any subcontracts that may be necessary for the legal counsel to fulfill the duties under the contract.
- Legal counsel must have working knowledge of all areas of law applicable to the city, as a charter city established under the state constitution, including charter city governance, laws related to public transparency and public meetings, public financing, public contracting, land use and environmental matters, public services, and labor and employment, among others.
- The city auditor has authority to investigate any material claim of financial fraud, waste, or impropriety within any city department.
- Therefore, legal counsel must have working knowledge of all areas of municipal law as it relates to providing municipal services to the people of the city.
- Advise the city auditor on legal matters related to municipal governance, including operations, processes, and procedures;
- Assist with the development and implementation of the office operational policies, procedures, and programs;
- Prepare written legal analysis and legal opinions as requested by the city auditor applying local, federal and state laws or other applicable regulations;
- Develop and provide training for the city auditor on legal issues, as may be required;
- Communicate, liaison, and collaborate with the city attorney, where appropriate; and
- Perform other legal duties as requested by the city auditor.
