The Vendor is required to provide appraisal reviewer evaluates whether the analyses, opinions and conclusions in appraisals obtained by these public bodies are appropriate and reasonable.
- The intended use of these appraisal reviews is to assist the office in determining the appropriateness of the methodology used in reviewed appraisals and whether their valuation is supported.
- For each appraisal, the appraisal reviewer must develop an opinion as to the completeness, accuracy, adequacy, relevance, and reasonableness of the analysis in the work under review.
- The appraisal reviewer must consider any laws, regulations, or intended user requirements applicable to the work under review.
- The Appraisal Review must be completed within 30 days of receipt of the appraisal from the office and must include, but is not limited to, the following:
• A complete reading of the appraisal report.
• An opinion as to whether the analysis, opinions and conclusions in the appraisal report are appropriate and reasonable.
• An analysis as to the adequacy and relevance of the data, methods and techniques used.
• An analysis of the adjustments and calculations made.
• A written appraisal review report. Each written appraisal review report must:
o Clearly and accurately set forth the appraisal review in a manner that will not be misleading;
o Contain sufficient information to enable the office to understand the report properly; and
o Clearly and accurately disclose all assumptions, extraordinary assumptions, hypothetical conditions, and limiting conditions used in the assignment.
• A commitment to maintain confidentiality and impartiality with regard to such appraisals.
- The Appraisal Review does not include:
• An independent appraisal of the subject property or properties.
• An inspection of any subject property or properties or comparable sales.
• Confirmation of the accuracy of the comparable sales data in the appraisal report(s).
• An opinion of the highest and best use of the subject property or properties.
• Development of the reviewer’s opinion of value of the subject property or properties.
