Federal Administrative Policy and Counsel Services

The Vendor is required to provide federal administrative policy and counsel services.
- Demonstrated results-oriented experience in all relevant federal legal, regulatory, rule-making, legislative matters as well as administration executive orders, rules, processes and procedures and grant-making activities relating to transportation matters, including but not limited to new starts and the capital investment grant programs and federal urbanized-area formula funding programs; knowledge of a demonstrated ability as an effective analyst and advisor on legal matters pertaining to the same; and a proven track record of respect and credibility with federal transportation agencies and members of congress.
- Staff members that have demonstrated experience and possess comprehensive knowledge of federal legal, regulatory and rule-making activities, policies and legislation relating to transportation matters, and who will be assigned to manage the tasks discussed in the services and to coordinate their work with agency staff and other involved agencies and entities.
- Assist with entry into the engineering phase of the Capital Investment Grants program.
- The administrative headquarters is located separately from these four facilities.
