The Vendor is required to provide comprehensive state legislative advocacy and government affairs services.
- This includes representing and advocating on behalf of the city’s interests with the state legislature, relevant state regulatory agencies, and the office of the governor, as well as assisting in the development and advancement of the city’s legislative priorities.
- Consultant with a demonstrated track record of effective municipal representation at the state level, established relations with key legislators, committee staff, and state agency officials, and a deep understanding of the state legislative, regulatory processes.
- The City has previously retained a legislative advocate to monitor, advice, and represent the city’s interests in county, including participation in coalition-building and securing support or opposition to key legislation.
- Advocacy and Representation
• Provide professional legislative advocacy at the state level by collaborating with members of the state legislature, legislative committees, state agencies, the office of the governor, and key stakeholders.
• Protect and promote the city’s interests affected by new or proposed legislation, regulation, or policy.
• Advocate for city priorities and positions, garnering support from elected representatives and resolving concerns as needed.
• Represent the city at relevant legislative and regulatory meetings, hearings, and other government forums.
- Legislative Monitoring and Analysis
• Monitor, track, and analyze legislation, regulations, and policy proposals throughout their development and implementation phases.
• Advise city officials on significant developments and recommend strategic courses of action.
• Support the monitoring of the city’s legislative platform and help prioritize issues pertinent to the city.
- Communication and Reporting
• Lead and direct the concept and strategy of guiding city staff on the preparation and transmittal of letters of support and opposition related to pending legislation, regulatory actions, or funding opportunities.
• Provide monthly written reports summarizing actions taken, the status of key legislative initiatives, and upcoming matters relevant to the city.
• Actively participate in regular monthly calls and meetings with city staff, as necessary and appropriate.
• Provide periodic oral and written reports to the city council or other appointed bodies as requested.
• Maintain ongoing and consistent communication with city staff through email and phone throughout the term of the agreement.
- Strategic Support and Trip Planning
• Assist with the planning and execution of legislative advocacy trips to county for selected officials and city staff, as requested and as appropriate.
• Identify opportunities for grant funding and notify the city of relevant programs and outreach opportunities.
- Budget: $48,000 (totaling approximately $240,000 over five years).
