The vendor is required to provide legal services and shall consist of, but are not necessarily limited to the following:
• Provide day to day legal services to the county commission and administration
• Provide legal opinion and guidance - ultimately leaving final decisions to the county commission and administration while continuing to provide legal support based on these decisions
• Attend all county commission meetings and administrative hearings
• Advise commission on all matters including policies and procedures, open meetings, inspection of public records, elections, procurement, administrative proceedings and hearings, meetings rules, personnel matters, tort, and criminal litigations matters that may arise
• Draft and review notices of contemplated actions
• Draft and review resolutions, ordinances and other county department legislative actions
• Draft and review contracts, leases, memorandums of understandings, joint powers agreements and other documents as requested by departments as needed
• Provide written legal opinions and advise county on methods to avoid civil litigation
• Advise elected officials
• Provide responses to inquiries in a timely manner
• Notify appropriate staff of new laws, legislative mandatory requirements or other when knowledge of such changes are incurred
• Work in a respectful and diplomatic manner with all staff.
