The vendor is required to provide legal counsel and executive secretary services for ensuring that public funds are not invested in entities barred by state law.
1. Legal counsel responsibilities:
• Provide comprehensive legal advice to agency on all matters related to investment restrictions, prohibited entities, agency policies and bylaws, and compliance with applicable state and federal laws and regulations
• Draft, review, and interpret legal documents, resolutions, and policies
• Research and analyze applicable state and federal laws, regulations, and court decisions affecting agency operations
• Advise on legal issues related to prohibited investment determinations for companies that boycott Israel, Iran-restricted companies, expatriated entities, restricted companies, and companies contracting to shelter migrant children
• Represent agency during the quarterly meetings and coordinate with interested stakeholders and appellant counsel when necessary
• Ensure compliance with all applicable legal requirements and ethical standards
2. Executive secretary responsibilities:
• Serve as the primary administrative officer for agency
• Coordinate and manage agency meetings, including scheduling, preparation of agendas, required notices, meeting materials, minutes, and the management of agency website
• Maintain official agency records and documentation
• Coordinate communications between agency members, staff, and external stakeholders
• Oversee administrative operations and ensure efficient agency functioning
• Manage agency correspondence and official communications
3. Legislative and regulatory compliance:
• Monitor and track relevant state and federal legislation affecting investment policy and agency operations
• Analyze proposed legislation and assess potential impacts on agency authority and responsibilities
• Provide regular updates to agency on legislative developments
• Coordinate with state agencies and legislative staff as needed
• Ensure compliance with evolving legal requirements and mandates
4. Open government compliance:
• Ensure full compliance with the state open meetings act including proper notice requirements, meeting procedures, and executive session protocols
• Manage freedom of information act (FOIA) requests and ensure timely, compliant responses
• Maintain transparency in agency operations and public access to records
• Coordinate with the office and other relevant government offices
• Provide training and guidance to agency members on requirements.
