The Vendor is required to provide legal services in the state to serve as labor and employment counsel.
- The labor/employment attorney is expected to support and/or participate with the city’s in-house city attorney to handle city labor or employment matters, as directed.
- Services to be provided on as needed basis include:
• As necessary, provide labor and employment legal counsel.
• Assisted by the human resources director, may serve as lead negotiator in collective bargaining with each of the city’s six collective bargaining units and/or may provide assistance and resources if an interest based bargaining approach is used.
• Provide labor contract interpretation and guidance.
• Proactively educating and updating the city with relevant labor law changes.
• Assist with arbitration proceedings, including research, advice, and representation at hearings.
• Provide counsel and representation for labor and employment related matters as requested, including but not limited to appearances before the commission, the Department, state and federal courts or other administrative agencies.
• As necessary, attend city council meetings and other meetings to confer and provide legal advice on labor matters and/or contract negotiations.
• The proposal shall identify a lead attorney with whom the city will have primary contact. The lead attorney shall not be reassigned unless consented to in writing by city council.
• Timeliness of response and accessibility to the lead attorney is an important aspect of the service.
