The Vendor is required to provide professional legal services related to the foreign-trade zone (FTZ) program.
- Legal counsel to support ongoing FTZ operations, customer-related matters, and new FTZ activations, ensuring compliance with applicable federal laws and regulations.
- Services shall be provided on an as-needed basis at the direction of the Agency.
- Ongoing Customer, Operator, and Stakeholder Support
• Provide legal advice related to existing FTZ customers and operators, including operational and compliance matters
• Assist with legal evaluation of prospective FTZ users and proposed activities
• Review and advise on FTZ-related agreements, including operating agreements, user agreements, and memoranda of understanding
- Program Governance and Strategic Support
• Advise the Agency on FTZ program governance, structure, and best practices
• Assist with development or review of internal policies, procedures, and compliance documentation
• Provide legal guidance related to program expansion, restructuring, or strategic
• Initiatives
- Training and Education
• Provide FTZ-related training or informational sessions for Agency staff, customers, or stakeholders
• Prepare written guidance or presentations on regulatory updates or compliance topics.
