The Vendor is required to provide technical assistance and consulting services to assist with effective planning, research, development, delivery and monitoring of the children’s health insurance program (“CHIP”) and medical assistance (“MA”) including physical health choices, behavioral health choices, community health choices, living independently for the elderly (“LIFE”) the medical assistance transportation program (“MATP”) and related programs and services;
- Provide a plan for a transition of the on-going business operations and strategic business and policy activities currently being executed by the incumbent contractor.
- Provide that knowledge transfer occurs in a manner to enable its staff to confidently assume ownership, and to independently manage the in-scope activities without disrupting business operations or timely delivery of services.
- Provide agreed-upon levels of active participation (of the business staff, technical staff, and management, as applicable) in the transition work sessions.
- Provide subject matter expertise for strategic planning purposes.
- Provide assistance to ensure that all federal and state legislative mandates and other program requirements are met.
- Provide assistance for waiver development and the modification or renewal of existing waivers.
- Provide support for general research relative to the provision of health care program services; this may involve research, data analysis and evaluation, submission of reports, and aiding in the interpretation of results obtained.
- Provide analysis of barriers to service delivery, such as identifying and documenting cause or source, research other states’ experience and strategies to overcome barriers, and recommendation of options for resolution.
- Provide training, as needed, for topics related to operational reviews and approaches to program monitoring.
- Provide assistance in researching and analyzing programmatic issues affecting potential or actual initiatives and projects.
- Provide assistance to support the development of programmatic procurements, grants, contracts, and agreements; this may include assistance in analyzing programmatic issues and researching other states’ practices and researching issues as requested.
- Provide technical assistance in database development, modification, and maintenance in supporting present and future needs relating to quality management.
- The MATP provides transportation to medical appointments for ma recipients who do not have transportation available to them; the MATP provides the type of transportation that is the least expensive while still meeting consumers’ needs; the selected offeror will:
• Provide technical assistance, including research and analysis, for the MATP, including the transition and expansion of the transportation broker model statewide.
• Provide technical and consulting assistance to support the MATP; this may include assistance in the development and maintenance of databases, monitoring tools, dashboards and performance standards and researching issues as requested.
• Provide technical assistance with the readiness review process that will be used to measure the ability of a MATP broker to begin providing transportation services to consumers; tasks may include the following:
oReview and analysis of existing readiness review guides and databases to identify areas which may need revision based on program or policy changes;
oCompilation of a report listing the advance documents needed from the MATP broker;
oAssisting the department in analyzing whether the broker’s implementation plan accurately reflects current resources and systems capabilities; and
oPreparation of written reports that summarize readiness review findings, recommendations, and activities requiring follow-up or resolution.
- Provide the appropriate resources in the most efficient and economical manner to accomplish identified tasks.
- Provide overall leadership, coordination, and implementation of the Technical Assistance and Consulting work.
- Ability to commit selected Offeror resources to successfully perform work.
