The vendor is required to provide that board self-assessment consultant service to assist the board in its comprehensive biennial.
-All contractor activity necessary to satisfy the contract.
-To help identify the strengths, weaknesses and opportunities for improvement for the agency board.
-Its fiduciary obligations, has established a policy and process consistent with industry and public pension plan best practices, board regularly reviews and assesses its performance and governance effectiveness, and identifies subject areas that may be appropriate for educational/training sessions, in accordance with the board education policy.
-The board self-assessment policy is based on a determination that self-assessment is necessary to maintain a high functioning board, to foster a culture of continuous improvement, to evaluate the effectiveness of the board and its oversight, and to examine the structure of the meetings and materials distributed.
-Board self-assessment provides the board and management the opportunity to:
•look internally at the board’s functioning, meeting effectiveness, structure, interactions with senior management, and overall governance processes
•The board members’ obligations and responsibilities as trustees, and the role of the respective designees
•Identify different perceptions and opinions among board members and how to collaboratively work together to be an effective board
•Determine areas of governance, educational offerings and responsibilities that need review and assessment
•The results as a springboard for board improvement, future action plans and engagement
•The options for communicating more effectively with board members and designees, including the use of dashboards
•Increase the level of board teamwork
•Clarify mutual board/staff expectations and responsibilities demonstrate accountability as a serious organizational value to stakeholders and other external audiences
•The board is effectively exercising its fiduciary duties on behalf of the agency members, participants and beneficiaries
•Verify that each board member and designee feel included, heard, valued, and engaged.
-Evaluate and consider agency existing governance structure and unique circumstances as it develops a customized workplan and conducts the board self-assessment.
-The self-assessment is to identify what policies, procedures and practices are working well and where there are opportunities for improvement, including how board and committee meetings are conducted.
-Two additional goals of the self-assessment include: (i) evaluate new board member onboarding and (ii) to explore how the agency continuing education program can be improved.
