The vendor is required to provide that state government and policy consulting services legislative appropriations for the said community college will receive higher consideration for award.
- Services for this project cannot exceed $49,999.00.
- Services shall include, but are not limited to the following:
• Strategy:
o The college in the development and implementation of its legislative agenda, proposals, and policy positions.
o Monitor and analyze all legislation and its impact on the duties and responsibilities of the college.
oIdentify or recommend legislation that could impact the college.
o Propose an annual strategic advocacy and political engagement plan designed to achieve legislative goals and support college objectives.
o Work to achieve the college’s goals on legislation by educating members of state legislature and legislative staff.
o Attend committee and rulemaking hearings.
o Assist in the preparation of testimony and submissions.
o Increase funding from all government sources.
o Expand collaboration opportunities statewide with other governmental and educational entities, especially those in higher education, workforce, biomanufacturing, cybersecurity, community development and economic development, manufacturing, maritime, aerospace, etc.
o Participate in government policy development with other governmental entities, especially those in the higher education and workforce development fields.
o Support public affairs efforts by coordinating agency marketing, public and government relations efforts that seek to expand agency positive impact.
o A positive and higher profile with the state legislature and the governor’s office and regulatory agencies.
o As appropriate, coordinate meetings for trustees, the chancellor and staff in country with state lawmakers.
o Coordinate all activities with the agency vice chancellor, external relations, and maintain appropriate correspondence files with copies provided to agency staff and trustees, as appropriate.
o Provide follow-up communications to policy makers and their respective staffs. continue to strengthen relationships and expand knowledge of and interest in the future of agency.
o Perform other services reasonably related to the provision of state legislative and policy consulting services.
• Tracking and reporting:
o Identify, track and report on state legislation and legislative proposals that could impact the college via the following methods:
o Provide weekly updates via email and/or meetings (virtual or in-person) to all applicable college employees.
Provide weekly written status reports to all applicable college employees.
Provide a final written report and presentation at the conclusion of 89th state legislative session to all applicable college employees.
Provide a roster of contacts that have been contacted on the college’s behalf to all applicable college employees.
• Required knowledge and experience:
o The awarded state government and legislative services firm shall have the following knowledge and experience:
o Knowledge of and at least five (5) years’ experience in the provision of state government, legislative, and/or regulatory policy and/or services.
o Knowledge of the principles and practices of public administration.
o Knowledge of public administration, research, and report techniques.
o Knowledge of governmental legal, budgeting, tax, and accounting procedures.
o Knowledge of and experience in positive communication techniques with legislative individuals and groups.
o Knowledge of institutes of higher learning similar to agency, its demographics, and the issues that directly affect the college.
o Specific past experience/involvement of members of the firm on issues of direct importance to agency
o Specific past experience/involvement of the firm and/or its members with associations of direct importance to agency.
o Knowledge of and professional contact with relevant decision makers and major political parties.
o Knowledge of existing and likely proposed relevant legislation.
o Knowledge of and familiarity with TELICON or other bill tracking programs.
o Experience in state legislative appropriations, preferably.
