The vendor is required to provide an unmanned systems (UXS) training and innovation activity.
- Provide a contract for the purchase of development, planning, training, exercise support, and innovation capability consulting services for a newly established center of excellence supporting unmanned systems.
- Provide significant contributions to UXS implementation policy development, national guard support to the defense of the homeland, national guard specific UXS training strategies, UXS training and curriculum development, innovation and testing of UXS control architecture and development activities to advance UXS integration in applications of strategic national interests, domestic response and operational logistics architecture research.
- Provide UXS program oversight and expertise.
- This work activity includes:
- UXS consultation services
• The contractor will provide input and recommendations for capabilities development of the departments UXS range based on relevant expertise to ensure the development of a viable training and innovation range that serves the needs of the departments and partner agencies in the development of UXS capabilities, warfighter support, domestic response and homeland security support activities.
• The contractor will provide consultation and recommendations on the integration and exercise of UXS range capabilities in accordance with agencies and departments policy supporting domestic emergency response, interagency response planning, critical infrastructure protection, and passive state threat protection for soldier/airmen, operator and partner nation defense and security cooperation activities.
• The contractor will provide reports on the progress of range capabilities, status, support activities and other administrative support conducted as requested.
-The contractor will complete an evaluation of the UXS program implementation; the evaluation should include review of the program documents and procedures, and observation of mission planning and execution.
• The contractor will attend and conduct status briefings and provide regular progress reports to appropriate personnel.
• The contractor will evaluate related existing organizational operations, processes, and procedures to recommend UXS and partner integrated strategies; this will include interfaces with federal, departments, state, tribal and academic and partner nation entities and customers of the departments guard.
• The contractor will identify potential applications of the departments UXS program and participate in teaming meetings with other departments personnel.
•The contractor will work to efficiently improve and update all UXS associated program documents and requirements as requested.
- UXS program training support
• The contractor will provide curriculum development support to achieve the training objectives of the departments and its partners including but not limited to airspace integration of multiagency domestic response, the employment of national guard (ng) forces in support of domestic critical infrastructure protection, ground combatant commander protection methodologies from strategic and operational UXS threats, and methods to mitigate and employ UXS.
• The contractor shall provide consultation regarding UXS new technologies path forward project to ensure the UXS test range provides a competitive and adaptive open architecture, data enabled synthetic digital environment to train, replicate and evaluate UXS performance and competition across multiple platforms and domains.
• The contractor will source the staff, equipment and expertise to conduct workforce development activities and outreach support of department’s efforts to include drone fabrication and validation projects, program demonstrations and educational outreach programs.
• The contractor will support training and innovation exercises with federal, departments, state, tribal and academic partners of the departments.
• The contractor will work closely with the partner and unit state pilots training at the UXS range to coordinate and ensure adherence to safety standards and regulatory requirements while operating in support of the program.
• The contractor will provide support to off-site training and innovation activities between departments and partner entities as specified by departments.
- UXS program systems development
• The contractor will advise departments and partner activities to enable a department’s compliant standard of compliance for test site operations.
• The contractor will consult in the design and implementation of a UXS range architecture that is secure in nature and can achieve the programs goals through a digitally distributive and secure sensor environment.
- UXS program range operations support
• the contractor will provide staff support to an additive manufacturing laboratory capable of developing forward edge solutions for military specific operational problem sets.
• The contractor will provide range cadre at the camp gruber UXS range to support training and innovation activities as required by the departments.
• The contractor will attend training and safety meetings to synchronize range operations in support of departments and its partners.
• The contractor will notify camp gruber garrison command and the department’s director of UXS innovation of any requested training site activities well in advance of requirements and ensure that spectrum and airspace requirements are conflicted with other tenet agencies and conducted in accordance with applicable law, policy and regulations.
