The vendor is required to provide that specific plan consulting services to includes the following tasks:
- Project management and coordination:
• Develop a project management plan (PMP): Create a detailed plan outlining task milestone, schedules, quality assurance/quality control procedures, and coordination mechanisms.
• Regular progress meetings: Facilitate bi-weekly progress meetings with city staff, representatives, and stakeholders to monitor project objectives and schedules.
• Grant compliance: Ensure compliance with all applicable regulations, the restricted grant agreement (RGA), and maintain accurate project documentation.
- data collection and analysis:
• Conduct a comprehensive assessment of existing transportation infrastructure, identifying deficiencies in multimodal connectivity, safety hazards, and opportunities for improvement.
• Analyze traffic patterns, pedestrian/bicycle usage, transit operations, and access to housing and community facilities
• Policies, zoning codes, and land use plans to identify barriers and opportunities for development.
- Stakeholder and community engagement
• Develop a comprehensive community engagement plan, ensuring inclusive outreach to disadvantaged and underrepresented groups.
• Organize public workshops, surveys, and focus groups to gather diverse input on transportation challenges and community priorities.
• Engage stakeholders, including local businesses, schools, neighborhood organizations, and transit agencies, to build consensus and refine project goals.
- Development of the specific plan
• Propose multimodal connectivity improvements: Design solutions for pedestrian, bicycle, transit, and vehicular infrastructure that improve accessibility and safety.
• Policy and zoning recommendations: Establish a specific plan with proposed land use regulations, design standards/guidelines, for integration into the municipal code with a focus on transit oriented development principles and planning policies.
• Implementation strategy: Prepare a phased implementation plan, including short-, medium-, and long-term actions, cost estimates, funding strategies, and measurable performance indicators.
- Final deliverables
• A comprehensive, visually appealing plan containing land use regulations, design standards/guidelines, maps, policy recommendations, and implementation strategies.
• Community engagement summary report: documentation of community/stakeholder feedback and public input.
• Progress reports: Periodic updates on project milestones, including data analyses, draft plans, and stakeholder meeting summaries.
• Presentations to and adoption by the decision-making bodies including the planning commission and city council.
