The vendor is required to provide policy framework development, including the preparation of a policy framework document, and support for garnering the participation of policy makers, identified stakeholders and the general public in the development of policy that will underpin the next federally mandated transportation update.
- Commission actively conducts public involvement for the majority of its planning efforts and has identified a number of preferred community engagement strategies, including, but not limited to, surveys/focus groups, advisory panels, virtual public involvement (to meet people’s expectations for convenience), roundtables and advisory groups.
- Commission has several active roundtables that convene on a regular basis to collaborate with commission on matters of regional importance.
- These groups include topical stakeholder groups, like the regional active transportation (rat) roundtable, safety task force, freight task force, and transportation systems management and operations roundtable.
- Policy and public involvement work planning:
• This assistance will include strategic planning sessions with committee staff and facilitation of work sessions to expeditiously develop a strategic plan and schedule for advancing the policy work.
• Policy development assistance should begin with committee strategic framework and should include a review of relevant policies, strategies and issues included in recent community development, climate, transportation and other committee initiatives.
• Draft/final agendas and meeting materials for strategic planning session with committee staff
• Strategic plan for policy development work
• Public involvement plan to support policy development work.
- Policy discussion kick-off:
• The consultant will also draft a facilitation plan with specific objectives and questions designed to elicit policy discussion; the consultant should be prepared to serve as facilitator of the session.
• The consultant will meet with committee staff and facilitate a work session about how best to integrate the policy discussion take-away into the transportation; outcomes of this session will be used to refine strategic next steps for public involvement and policy development.
• Draft and final agendas for committee discussion and subsequent committee staff work session
• PPTS and other presentation materials
• Meeting facilitation plans
