The vendor is required to provide for Business Consulting Services on an “as required basis”:
1) Audit Services;
2) Project and Contract Management;
3) Human Resource Consulting; and
4) Business and Process Improvement.
- Services Include:
- Audit Services
• Financial and/or compliance audits, including eligibility;
• Financial statement audits;
• External (recipient) audit services;
• Operational audits; and
• Internal audits.
• Prepare an auditor’s report in a format consistent with generally accepted auditing standards;
• Discuss the auditor’s report with a committee before the distribution of the report(s);
• Meet audit or reporting requirement dates;
• Provide a report that identifies areas of concern or weakness found, recommendations for improvement, and management’s response to any concerns identified;
• Schedule in-person/virtual meetings to provide updates throughout services;
• Determine the risk and severity of the risk associated with the audit area, such as financial, operational, security or strategic;
• Utilization of industry best practices and technologies;
• Ensuring that the organization receives clear, actionable feedback that complies with relevant financial reporting standards or regulations;
• Ability to communicate and coordinate effectively with, including but not limited to, federal, provincial, municipal, non-profit sector, boards, agencies, etc.;
• Efficiency in conducting audits in a timely and efficient manner, with particular attention to deadlines; and
• Maintain confidentiality and sensitive information throughout the audit process.
- Project and contract management
• Project health checks – evaluation of the actual status of a project in an objective way to identify issues before they occur, to ensure efficiency and cost savings;
• Fairness advisor, procurement and contract compliance, including evaluation to ensure that the contractor and government are meeting obligations under the contract and/or procurement process;
• Risk oversight;
• Project scope definition;
• Resource planning;
• Contract drafting and negotiation;
• Dispute resolution; and
• Legal advisory services.
• Provide a report that identifies areas of concern or weaknesses found, recommendations for improvement, and management’s response to any concerns identified;
• Evaluation to ensure that the contractor and government are meeting obligations under the contract and/or procurement process;
• Schedule in-person/virtual meetings to provide updates throughout services;
• Utilization of industry best practices and technologies;
• Ensuring that the organization receives clear, actionable feedback;
• Ability to communicate and coordinate effectively with, including but not limited to, federal, provincial, municipal, non-profit sector, boards, agencies, etc.; and
• Efficiency in providing project and contract management services in a timely and efficient manner, with particular attention to deadlines and managing resources.
- Human resource consulting
• Human resource compliance reviews in relation to job description writing and job reclassifications;
• Modernizing interview guides in line with agency competency levels and applicant screening and interview support;
• Talent acquisition and recruitment;
• Employee relations that may include identifying and mitigating personnel issues and conflict management training with ongoing guidance;
• Training, employee and organizational development that may include team building, customer service, change management, coaching and counseling, personal development topics, diversity management; and
• Long-term human resource considerations such as succession planning and contingency/emergency planning and process.
• Talent acquisition strategy development;
• Organizational structure analysis;
• Certification in human resources;
• Employee development and training;
• Provide a report that identifies areas of concern or weakness found, recommendations for improvement, and management’s response to any concerns identified;
• Schedule in-person/virtual meetings to provide updates throughout services;
• Utilization of industry best practices and technologies;
• Ensuring that the organization receives clear, actionable feedback; and
• Efficiency in providing services in a timely and efficient manner, with particular attention to deadlines and managing resources.
- The human resources consulting services outlined would be considered supplementary to the services provided by agency and there will be an expectation of coordinating with public service commission (PSC) prior to securing any above referenced HR related services.
- Business and process improvement
• Program evaluations – a systematic method for collecting, analyzing and using information to answer questions about policies and programs, particularly about their effectiveness and efficiency;
• Defining business capabilities and functional organizational decomposition to enhance ministerial strategy in utilizing full-time employees and information technology resources to meet operational needs;
• Supporting business case development, defining benefit realization, establishing outcomes, and establishing metrics for long-term benefit;
• Policy development – research, analysis, consultation and synthesis of information to produce recommendations; and
• Identifying inefficiencies or potential development opportunities.

• Schedule in-person/virtual meetings to provide updates throughout services;
• Utilization of industry best practices and technologies;
• Ensuring that the organization receives clear, actionable feedback;
• Efficiency in providing services in a timely and efficient manner, with particular attention to deadlines and managing resources;
• Development of key performance indicators (KPI), metrics, monitoring tools and continuous improvement framework; and
• Technology and tool recommendations that support new process design or enhance process performance.
- Contract Period/Term: 3 years
