The vendor is required to provide that consulting services to revise and update the comprehensive plan for the year 2050.
- Provide on-call, as-needed, consulting services to prepare for, evaluate and provide recommendations to the city about a new comprehensive plan.
- The city is seeking a contemporary plan designed to be easily accessible and web-based.
- The consultant shall provide but need not be limited to the following:
• The entire comprehensive plan update, including review of relevant planning documents, visits and tour of the city, interviews with relevant city and adjacent jurisdiction staff, data collection, community engagement efforts, vetting of the community vision statement, draft chapters with goals, objectives and strategies, public meetings and public hearings with the planning commission and governing body and the final adoption and publication of the new plan.
• A current analysis of the city’s demographics, including but not limited to population demographics, housing characteristics, social and economic indicators, natural and historic resources, and land use
• Analysis of data shall include projections for community profile data over the next 5, 10, 20 and 25 years or agreed upon benchmark years through 2050, addressing current and future trends.
• Elements critical to the revised plan include:
1. An updated future land use map, identifying redevelopment areas
2. Inventory of current park and open space resources and recommendations for future needs and improvements
3. Revitalization and redevelopment concepts and policies providing sustained economic vitality for the city.
4. Assessment of public services and infrastructure to determine adequacy for the year 2050
5. An updated, comprehensive transportation chapter that includes CIP projects and transportation related plans and studies
6. An enhanced environmental chapter to include stormwater management policies, stream restoration, flood mitigation, disaster resiliency, water and air quality
7. Small area plans for the following redevelopment districts: conner center, city center and four corners
8. Evaluation of current housing stock for affordability or redevelopment
• A robust community engagement process. it is expected that multiple modes of engagement are to be used in both english and Spanish, such as online surveys, in-person and digital meetings, community events, pop-up session and small group discussions, so those normally not involved in government processes are included.
• Preparation of a draft comprehensive plan that includes the community engagement process and its outcomes, the city’s 2050 vision statement, updated, revised and possibly new plan chapters along with the development of goals, objectives and strategies.
