The vendor is required to provide that waterfront development consulting services to develop a strategy and support the solicitation and procurement of an experienced and capable master developer for the site.
- This assistance will include:
• The preparation of a procurement strategy and research;
• Development of the procurement documents;
• Solicitation of potential development firms;
• Marketing of the site to regional and national developers;
• Assistance in the evaluation of development proposals for the site; and
• Assistance in negotiations with the selected developer(s) proposal.
- Procurement process strategy:
• Conduct research to account for recent changes to real estate market trends;
• Conduct at least five in-person interviews with key stakeholders to assess overall goals and desired responses to the solicitation;
• Conduct at least 3 in-person or virtual interviews with localities with experience in similar successful solicitations;
• Coordinate with development and city leadership about particulars of the procurement process strategy including the vision and priorities for development, desired responses, goals of process, structure of solicitation response, review committee, etc.;
• Provide an implementation plan with a timeline for executing the determined strategy;
• Provide a determination regarding whether the strategy should first incorporate a proposal or if only a necessary based on comprehensive analysis of available findings, market conditions and consultant experience.
• Develop a finalized strategy for procurement for development review and approval.
• The strategy shall include proposed evaluation criteria and weighting of those criteria for the review of the proposal proposals.
- Initial solicitation development – proposal process:
• Work with development and city team to prioritize proposal content.
• Work with development and city team to generate evaluation criteria and weighting of the criteria for proposal responses.
• Preparation of documents with appropriate content for city review and approval.
• Review responses independently from development and city review panel.
• Provide assessment and detailed report on each response based on desired outcomes and evaluation criteria.
• Meet with development and city review panel(s) to compare results of consultant’s review; the panel’s review and evaluation.
- Refined solicitation development – proposal
• Refine proposal solicitation process based on the proposal process.
• Preparation of all proposal documents based on proposal findings.
• Work with development and city staff to build an evaluation system based on key qualitative and quantitative metrics/performance requirements to be measured as part of the city’s evaluation criteria for proposal submissions.
• The system shall include the weighting of the evaluation criteria and have as one evaluation criteria minority participation throughout the development process.
• Review developer proposal responses independently from development and city review panel.
• Provide assessment and detailed report on each response based on desired outcomes and evaluation criteria.

- Marketing:
• Preparation of marketing materials for the site to be used in the solicitation of potential developers.
• Advertisement and marketing of the development opportunity of the site to the local, regional and national developer community.
• Identify and communicate the proposal opportunity to potential developer respondents.
• Promote the proposal opportunity at the local, regional, and national level with a particular emphasis at the national level.
• The promotion of the proposal opportunity should use; procurement boards, direct notification to the development community, appropriate media marketing including: print, web-based, social media, etc.
- Evaluation and selection assistance:
• The development with proposal evaluations for project understanding and approach, including: financial and market feasibility of proposed concepts; reasonableness of assumptions; and qualifications of the proposed development team/partnerships.
• Independent review of each proposal with preparation of a report on each proposal.
• Conduct a comparative analysis of the short- and long-term impacts of each proposal.
• Assistance to the city staff and the city’s review panel in the evaluation of developer proposals.
• The developer selection process including developer interviews, review of offers, negotiations and preparation of approval documents.
