The vendor is required to provide from qualified contractors to develop and implement a comprehensive emergency management training and exercise program.
- This program aims to enhance the preparedness and response capabilities of city and county employees over a focus on incident response, emergency operations center functions, and all-hazards preparedness, including wildfires, earthquakes, tsunamis, cybersecurity attacks, and other threats.
- The program must incorporate a flexible, innovative approach to emergency management training that fosters engagement, creativity, and adaptability in participants.
- Program development and management
• Develop a comprehensive training and exercise schedule with milestones.
• Provide regular updates to the county’s emergency management (EM) team.
• Ensure all materials align with federal, state, and local guidelines, as well as homeland security exercise and evaluation program (HSEEP) compliance. - Training modules
• The program should include foundational NIMS and ICS courses, such as ics100 and ics-700, while also offering the flexibility to incorporate additional courses tailored to the specific needs of city and county employees

1. EOC training – general operations and coordination within the EOC.

4. Resource request training – best practices for requesting and managing resources during emergencies.
- Exercise facilitation
• Conduct a variety of discussion-based and operations-based exercises, including
1. Seminars – informational sessions to introduce new concepts and strategies.
2. Workshops – interactive planning and policy development sessions.
3. Tabletop exercises (TTX) – facilitate one EOC-focused TTX (3-4 hours) annually, with EOC specific sections and coordination roles.
4. Games – interactive problem-solving exercises to test decision-making capabilities.
5. Functional exercises – simulated emergency operations to test specific functions in a controlled setting.
6. Drills – repetitive training exercises focused on single emergency response actions.
7. Full-scale exercises (FSES) – comprehensive, multi-agency exercises simulating real-world disaster scenarios.
8. Expand scenario-based duty officer training -– weekly 15-minute scenario-based exercises for rapid decision-making practice.
• Ensure all exercises follow HSEEP compliance and include a detailed exercise planning cycle, execution, and after-action review process.
- Evaluation and reporting
• Administer pre- and post-training evaluations.
• Provide after-action reports (AARS) summarizing exercise outcomes, lessons learned, and recommendations for improvement.
• Submit a final program report at the conclusion of the contract, incorporating findings from all exercises and evaluations.
• Ensure all exercises follow HSEEP guidelines and include a detailed exercise planning cycle, execution, and after-action review process.
