The vendor is required to provide consulting services for solar energy, energy efficiency, mechanical, electrical, plumbing and fire protection projects on as needed basis.
- Studies and evaluations, including facility condition assessments.
- Technical investigations.
- Technical evaluations and pilot studies.
- Economic and life cycle cost analysis.
- Basis of design reports (BODR).
- Energy modeling.
- Program development.
- Designs (conceptual, preliminary, detailed).
- Permitting and compliance with city, state, and federal regulations.
- Preparation of biddable/constructible plans and technical specifications.
- Estimate(s) of probable construction costs.
- Assistance in project bidding including attendance at pre-bid meeting, response to, preparation of addenda, and recommendation of award.
- Construction administration related services including shop drawing reviews and approvals, inspections, final inspections and certifications.
- Facility start-up and commissioning services.
- Review and update previously prepared plans and reports.
- Sustainable design, LEED or envision certification and hazard mitigation.
- Identifying, pursuing, and obtaining governmental grants and loans, and various rebates.
- Expert witness testimony, preparation and legal and litigation assistance services.
- Attendance at city council and public meetings and/or presentations
- Subconsultants and/or subcontractors administrative services.
- Quality control and quality management services.
- Electrical engineering, including but not limited to:
• Low to medium voltage distribution systems (substations, switchgear, transformers, switchboards, and panel boards)
• Power generation - reciprocating, turbine, fuel cell, and photovoltaic
• Paralleling switchgear
• Grid connected power feed systems
• Uninterruptible power supplies (UPS) and power distribution units (PDU)
• Motors and drives
• Surge protective devices (SPD) and transient voltage systems (TVSS)
• Uninterruptible power supply systems (battery and flywheel)
• Grounding and lightning protection systems
• Interior and exterior energy efficient lighting systems for public buildings, parking lots/ garages, and recreational and sporting facilities
• Telephone, data, and security
• Lighting photometrics
• Metering and submetering
• Arc flash and other electrical studies
• Electronic safety, access control and security systems - Mechanical engineering, including but not limited to:
• Occupancy and use of the facility
• Air quality criteria
• Central chiller plants, major utility distribution (steam, hot/cold water service, and sanitary sewer)
• Chillers (adsorption, absorption, centrifugal, rotary-screw, magnetic) and cooling towers
• Building automation and control systems
• Green building commissioning and closeout
• Fuel storage
• Boilers and fired systems
• Heating, ventilating and air-conditioning (HVAC) systems for design, specifications, test and air balance, insulation
• HVAC water treatment
• HVAC valves, components and fixtures
- Plumbing, including but not limited to:
• Specialty plumbing systems (double wall piping, leak detection systems)
• Plumbing and hydronic piping, valves, components and fixtures
• Potable water, storm drainage and sanitary waste in buildings systems air compressors and compressed air
• Natural gas piping
- Fire protection and life safety systems, including but not limited to:
• Fire suppression systems (wet pipe, dry pipe, foam, waterless)
• Fire alarm and detection systems
• Fire pumps
- Solar and other alternative energy systems, including but not limited to:
• Identify alternative renewable energy options that would be applicable to municipal building, water, and wastewater treatment plants
• Produce budget estimates, economic analysis and timelines to implement renewable energy projects that are identified
• Provide guidance on securing alternative financing and applicable state, federal and other grant, rebate or loan opportunities to study, design and construct renewable or green energy projects
• Assist with monitoring and tracking of renewable energy projects to verify that they track with the original energy model predictions
• Implement corrective measures to eliminate any deviations
• Use of alternate energy fuel sources (biomass, methane, petroleum
• Solar, wind, ground source and tidal)
• Experience in the design of (CHP) combined heat and power systems
• Thermal energy storage evaluation and design services
• Advise on emerging technologies - Energy efficiency, including but not limited to:
• Evaluate facility energy profile and assist in negotiations with local utilities to take advantage of more favorable energy rate structures.
• Energy recovery systems
• Load shedding controls and remote transfer switching strategies
• Soft start systems and motor efficiency upgrades
• Experience with the design of solar, wind, biomass, ground source and district energy systems and cogeneration systems
• Use of the us green building council (LEED or envision) leadership in energy
• Environmental design and green globes criteria to guide project design
• Complete energy audits (ASHRAE level 1, 2 and 3) and data collection
• Provide energy modeling and analysis
• Peak shaving studies and design
• Support sustainability efforts including integrated sustainability action plans
• Develop financing and performance contracting studies and bid documents
• Support commissioning and retro-commissioning efforts
• Assist with measurement and verification of energy projects to verify that they track with the original energy model predictions
