The vendor is required to provide consulting services to conduct a study of enacting impact fees for parks and recreation, public safety (including e-911), and roads.
- Provide an impact fee study that is consistent services:
• A methodology report with population and employment forecasts
• Detailed information regarding inventory of current eligible facilities and level of service
• Detailed calculations of the impact costs for parks, public safety, and roads
• Update and revise impact fee schedule and include impact fee for transportation - meeting all legal, administrative and district requirements
• Update impact fee ordinance to conform to state law requirements
• Amend and update CIE to conform to district requirements for inclusion in county’s comprehensive plan
• Implementation handbook for administrative processes (appeals, annual reporting, etc.)
• Installation of computerized fee assessment and collection program that integrates with county software
• Training sessions for county staff
• Procedures manual with detailed procedures for operation of computerized assessment program
• Continuing services.
