The vendor is required to provide professional specialized consulting services to the planning and building department for the preparation of environmental documents, primarily for, but not exclusively related to, the review of proposals for private development projects.
- Project management from the submission of project proposals to the adoption or certification of final environmental documentation including the supervision of consultant teams and any necessary sub-consultants and coordination with the city’s project manager and associated city staff.
- Technical evaluation of environmental issues, ensuring that the environmental document meets state CEQA guidelines and local CEQA procedures.
- Preparation of draft and final environmental documents (including all supporting documentation such as the notice of preparation, initial study, notice of availability, response to comments, statement of overriding considerations, findings and facts, mitigation measures and mitigation monitoring program, and any tribal consultation letters)
- Circulation of environmental documents for public review, including any publication or recording of public notices, and posting on CEQA as needed.
- Participation at community meetings and public hearings including preparing presentation materials, presenting information as necessary, and responding to questions.
