The vendor is required to provide damage inspection, recovery and grant management services to support agency recovery from county in compliance with FEMA public assistance program.
- Hazard mitigation grant program (HMGP) Consultant includes:
- Program management and coordination:
• Oversee and manage all aspects of the HMGP process.
• Ensure that priorities chosen align with the HMHP’S visions and goals
• Coordinate with local, state, and federal agencies, including FEMA, to ensure compliance with program requirements.
- Grant application development:
• Assist in identifying eligible projects and preparing grant applications.
• Conduct benefit-cost analyses (BCA) to demonstrate project feasibility and alignment with FEMA guidelines.
• Develop compelling narratives and ensure all documentation meets FEMA’S standards.
- Risk assessment and mitigation planning:
• Conduct risk assessments to identify vulnerabilities and prioritize mitigation strategies.
• Assist in updating or developing hazard mitigation plans to align with federal and state requirements.
- Technical assistance and training:
• Provide training to stakeholders on HMGP processes, compliance, and reporting requirements.
• Offer technical support for project implementation, including engineering or environmental assessments.
- Compliance and reporting:
• Ensure all projects comply with federal, state, and local regulations, including environmental and historic preservation requirements.
• Prepare and submit progress reports, financial documentation, and closeout reports as required by FEMA.
- Stakeholder engagement:
• Facilitate communication and collaboration among stakeholders, including community members, government agencies, and consultants.
• Organize public meetings or workshops to gather input and share project updates.
- Monitoring and evaluation:
• Track project progress to ensure adherence to timelines and budgets.
• Evaluate the effectiveness of mitigation measures and recommend improvements for future projects.
