The vendor is required to provide from qualified firms to establish multiple contracts for statewide maintenance and consulting service.
- Provide specific expert maintenance management and any combination of maintenance services that shall include, but is not limited to:
• Develop, research and analyses of guidelines, policies, and procedures.
• Development of maintenance manuals.
• Assist with developing specifications, contract writing and cost analyses.
• Assist with contract research, developing and drafting requests for information and specifications.
• Development and presentation of report
• Participation in program and project management, including quality control and administrative support and staffing.
• Maintenance support services.
• Assistance in developing, modifying, improving timeliness, and evaluating standard procedures, developing and administering related training programs, industry meetings, etc.
• Report writing and analysis and any related business needs of the department.
• Roadway inspection services to include pavement analysis and management.
• Roadway and roadside monitoring services.
• GIS of roadway assets.
• Analyze roadway asset conditions.
• MS4 outfall surveys.
• Assessments and/or inspections of the safety rest area facilities.
• Assessments and/or inspections of water and wastewater facilities.
• Assessments and/or inspections of stormwater management basins.
• E&S controls.
• Traffic counts.
• Development of transportation maintenance projects.
• Assist with the documentation on administration events.
• Any other maintenance activities not listed above.
- Maintenance contract development:
• Researching and drafting request for information and proposals and experience in roadway inspection services.
• Providing cost analyses and developing various contract report analyses authorized by law.
• Providing expert advice on business and policy decisions related to maintenance contracts and best practices as well as administrative support and staffing. - Maintenance management services:
• Developing performance specifications policies and supporting act in drafting proposed legislation or revised administrative procedures, developing functional requirements, quality management, providing cost analyses and developing reports that are consistent with the latest industry best practices.
• Assisting in industry meetings, report writing, roadway inspection and monitoring services, and analysis of any related business needs of the department.
• Providing expert advice on business and policy decisions related program and project management and administrative support and staffing. - Maintenance development services:
• General operating procedures, business processes, issues and best practices, research assistance, policy and procedure development and maintenance.
• Assist in developing, modifying, improving timeliness, and evaluating the standard procedures, developing and administering related training programs, industry meetings, report writing, and analysis of any related business needs of the department.
• Providing expert advice on business and policy decisions related to the quality assurance and procedures, as well as administrative support and staffing.
- Maintenance contract consultant
• an advanced degree in business administration or related field or a minimum of three (3) years of combined technical training and/or related experience.
• Experience in the development of complex contracts in the areas of transportation maintenance, and act procurements or the equivalent training or work experience.
• A proven record of providing guidance to transportation maintenance personnel in procurement, contract, policy, and regulatory matters.
• Extensive knowledge and recognized industry leadership in the areas of risk allocation, cost analysis and contract management for transportation.
• Knowledge of roadway inspection and contract monitoring services
- Maintenance manager:
• An advanced degree, in business administration or related field or a minimum of three (3) years of combined technical training and/or related experience.
• Experience in transportation maintenance and contract management or the equivalent training or work experience.
• A proven record of providing expert advice on best practices and latest industry trends in the areas of transportation maintenance.
• Experience of roadway inspection and contract monitoring services.
• Expert knowledge of highway maintenance techniques, methods and procedures, materials and equipment.
• Demonstrated ability as an expert in the development and interpretation of maintenance contract terms.
- Project manager:
• A degree in civil engineering, construction management, business, or a minimum of three (3) years of combined technical training and/or related experience.
• Experience in knowledge of relevant civil engineering principles and practices, project development, management, and administration.
• Experience in contract negotiations and procurement policies as they relate to service contracts.
• A proven record in developing, implementing, and monitoring policies, procedures, guidance and practices services.
• Experience of roadway inspection and contract monitoring services.
- Maintenance support and office manager:
• Duties may include but are not limited to word processing, procurement, processing invoices, data entry, answering phones, filing, managing correspondence, bookkeeping, managing calendars, and reception.
• Knowledge of microsoft office products (word, excel, power point, access)
• Ability to prioritize and organize multiple duties and responsibilities.
• Strong interpersonal, communication skills and the ability to interact comfortably and respectfully with all individuals.
• Ability to work with a variety of internal and external customers and provide excellent customer service.
