2. Consultation with municipal service providers
• Conduct interviews with technical staff from all member communities and the commission to gather insights on current waste management activities and challenges.
• Facilitate a stakeholder workshop to identify shared waste management needs, challenges, and opportunities for improved service delivery.
3. Analysis and prioritization of findings
• Conduct a gap analysis to identify inefficiencies, challenges, and opportunities for shared service delivery.
• Compile interim findings into a report summarizing research, consultations, and preliminary analysis.
4. Draft regional waste management service delivery model for review
• Assess different service delivery models based on efficiency, cost-effectiveness, environmental impact, service levels, revenue potential, and governance considerations.
• Establish guiding principles and selection criteria through stakeholder engagement.
• Rank potential models and develop a draft implementation strategy.
• Present preliminary findings in a stakeholder workshop for feedback.
5. Final regional waste management service delivery strategy and communication tools
• The process: outline methodology and agreed-upon steps for project execution.

• Understanding the extended producer responsibility (EPR) program and how it functions with the member municipalities from a recycling perspective.
