Regulatory Consulting Services

The vendor is required to provide regulatory consulting services for services:
• Electric, gas and telecommunications cost of service studies
• Cost of capital issues
• Financial analysis
• Financial advice for the review of applications for a securitization financing order and potential placement of securitized ratepayer-backed bonds to market
• Mergers and acquisitions
• Depreciation studies
• Cost allocation studies
• Affiliate transactions
• Calculation of a utility revenue requirement
• Class cost of service and rate design
- All requests for services performed by the outside regulatory consultant(s) shall come from one of the following agency representatives:
• General counsel
• Chief litigation counsel
• Director, utilities.
