The vendor is required to consultant will provide the owner, cost estimation, value engineering, constructability analysis, cost validation, risk management analysis to facilitate sequencing of tendering packages.
- General project requirements
• Provide the services of a certified professional quantity surveyor (PQS) or construction estimator certified (CEC) to provide cost consultant services throughout the development of the project.
• Report to the owner on options to ensure that the proposed capital expenditure is within the approved budget.
• It is the university’s intention to utilize the construction manager to also provide separate and parallel cost estimates and other relative information during the design process
• Throughout the entire planning and procurement process, provide the owner with a construction cost estimating risk analysis and mitigation tactics including local market conditions, labor and procurement overview, market analysis relating to tariffs, internationally sourced products and other applicable risks typical of our project typology
• The project costing milestones listed are intended to align with the design milestones. in addition, the cost consultant may be tasked with assisting the owner & construction manager in development of cost estimating and procurement strategies for long order items, specialty medical infrastructure and other separate procurements, including bid evaluation, tender review, or contract negotiation support.
• The cost consultant will advise the owner throughout the planning & construction process.
- Occupational health and safety
• The consultant shall maintain health and safety processes that comply with or exceed the following minimum standards:
o Maintain all required health and safety licenses and permits in compliance with applicable legislative requirements for the duration of the work;
o Implement processes to assess hazards and implement control measures;
o Confirm and document their workers’ ability and competency to assess and control task hazards that may impact the workers employed by the consultant or their subconsultants, and other workers in the o consultant’s workplaces or on the project site;
train their workers and retain evidence that each of their workers has been trained and is competent to perform their work safely; and
o The workers employed by them or their subconsultants to receive site safety orientation, patriciate in o The projects site safety program, and retain documented evidence of such orientation and participation.
• Retain documented evidence of compliance with the consultant’s health and safety requirements and shall produce such evidence when requested by the owner.
